Egypt’s AI Ambition: Build the Industry, Not Just Adopt the Tools

Egypt Daily News – Egypt News.

Egypt’s second national artificial intelligence strategy sets a goal that goes beyond bringing AI into public services and workplaces: the country wants to develop the people, infrastructure and businesses needed to produce its own technology and compete across the region.

The plan, prepared by the National Council for Artificial Intelligence, lays out a 2030 vision built around six areas: governance, technology, data, computing infrastructure, business development and skills. Its headline targets are to train 30,000 AI specialists and support more than 250 successful companies in the sector. It also aims to raise the information and communications technology sector’s contribution to gross domestic product to 7.7%.

The strategy presents those figures as parts of a single industrial ambition. A larger pool of specialists, for example, will matter most if companies can hire them, researchers can work with usable data, and businesses have access to the computing capacity needed to develop and run products. The government’s challenge is to connect those pieces rather than treat AI adoption as a count of applications or users.

A national foundation model is one of the strategy’s central technology goals. Developing a home-grown model, supported by local data and infrastructure, could provide a basis for applications tailored to Egypt and the wider region. The strategy envisages that technology supporting domestic industry and regional cooperation, rather than leaving the country dependent only on systems and services developed elsewhere.

For that ambition to be viable, data access and management are critical. AI systems depend on large collections of information, both to train models and to operate them effectively. The strategy therefore calls for national frameworks to govern data, make it easier to share and use information, and manage data throughout its lifecycle. It also recognizes that access must be balanced with protection of privacy.

Computing capacity is another part of the foundation. The plan calls for stronger, scalable infrastructure, cloud services and business models that can support local AI development. The aim is not simply to expand telecommunications networks or build data centers, but to ensure that researchers and companies have the resources to train models and run applications at scale.

The economic case also depends on whether ideas can become sustainable businesses. The strategy aims to support startups, local firms and small and medium-sized companies, while encouraging venture-capital investment. That support is intended to help turn research and experimentation into products and services that can grow beyond a single project or customer.

Regulation and ethics form a separate but connected pillar. The strategy calls for a comprehensive framework for responsible AI use, implementation of an ethical charter and the development of clearer regulatory arrangements. Egypt also aims to participate in regional and international discussions about AI governance. The goal is to create rules that address risks while giving companies and public institutions a clearer basis for using the technology.

The plan’s targets reach beyond the specialist workforce and startup sector. It aims to bring AI tools into more workplaces and everyday life, and to increase the use of AI in academic research. One research target is 6,000 AI-related publications annually, with generative AI among the tools expected to help accelerate academic work.

The government also wants AI and digital technology to contribute to broader economic and social development. Applications could support public services and productivity across sectors, while the strategy links the expansion of the technology industry to improvements in government efficiency, digital inclusion and quality of life.

Yet the targets alone will not establish a competitive industry. The strategy’s success will depend on execution: whether high-quality data becomes available, computing resources are affordable and accessible, training meets employers’ needs, and companies can attract capital and expand. Stronger ties between universities, research centers and industry will also be important if academic work is to produce solutions that address practical needs.

That makes the shift in emphasis significant. Egypt is not defining progress only as wider use of AI. It is setting out to build a domestic ecosystem that can develop technology, train specialists, support companies and generate economic value. By 2030, the measure of that ambition will be whether the country can turn its policy goals into durable businesses, useful local products and a larger role in the regional AI market.
