Prof. George Ugwu: Turning Research into Life-Saving Health Policies

When Professor George Onyemaechi Ugwu began confronting the grim realities of maternal and neonatal deaths in hospitals and communities, he faced a question that continues to challenge health professionals worldwide: how can preventable deaths among mothers and newborns be reduced?

Rather than accept the statistics as inevitable, he set out to find answers. That decision launched a remarkable journey from the hospital bedside to the highest levels of health policy and governance, establishing him as one of Nigeria’s leading voices in maternal and child health.

Today, Professor Ugwu is a distinguished obstetrician and gynaecologist, public health physician, researcher, health advocate and health-systems leader. His career has focused consistently on improving healthcare outcomes for women, children and vulnerable populations. At the heart of his work is a firm belief that research must go beyond academic journals and be translated into practical interventions that save lives.

A professor of obstetrics and gynaecology at the University of Nigeria, Ugwu has contributed extensively to scientific knowledge through more than 70 peer-reviewed publications on maternal mortality, reproductive health, infertility, stillbirths, preterm births, primary healthcare and health-system performance. For him, however, producing evidence is only the beginning. Its true value lies in how effectively it improves the lives of ordinary people.

His commitment to turning evidence into action became particularly evident during his tenure as Executive Secretary and Chief Executive Officer of the Enugu State Primary Health Care Development Agency. In that role, he helped design and implement programmes aimed at strengthening healthcare delivery and expanding access to quality primary healthcare services.

Through strategic leadership, policy development and health-system reforms, he demonstrated how research findings could be converted into tangible public-health gains.

Ugwu’s influence extends beyond Enugu State. He has participated in World Health Organization-supported implementation research, contributed to studies on routine immunisation data quality and digital health systems, and helped develop policy frameworks designed to improve healthcare delivery.

His work reflects a career-long commitment to ensuring that evidence guides decision-making and that healthcare interventions deliver measurable results.

Now serving as the Honourable Commissioner for Health in Enugu State, Professor Ugwu continues to champion policies and programmes aimed at strengthening the health system, improving service delivery and enhancing health outcomes. His leadership roles at national and international levels have further established him as a respected health-policy expert and advocate for sustainable healthcare development.

This extraordinary journey; from caring for individual patients to shaping health systems and public policy; forms the foundation of his 251st Inaugural Lecture at the University of Nigeria.

More than an academic exercise, the lecture offers a reflection on a career devoted to turning questions into solutions, evidence into policy and research into life-saving action.
