Bille gas explosion: Victim dies, CAPPA warns of more deaths

Corporate Accountability and Public Participation Africa (CAPPA) has expressed concern over the death of Joy Amos, a 29-year-old resident of Bille, Rivers State, who sustained severe burns in a gas explosion inside her room on September 3, 2026.

Amos died on Tuesday, September 22, following her transfer from Bille to Port Harcourt for further medical treatment.

In a statement issued on Tuesday, CAPPA described her death as a grave consequence of what it called the continuing environmental and public health emergency in Bille Kingdom, Degema Local Government Area of Rivers State.

The organisation warned that more deaths and injuries could occur unless authorities urgently contain the gas emissions affecting the community.

CAPPA recalled that the explosion occurred at about 8 a.m. in the room occupied by Amos at 18, Opu Ibiila Community. The blast reportedly set part of the building ablaze, shattered its windows and left her with extensive burns.

Amos, an Ogoni native, initially received treatment at a private clinic in Bille for about nine days, during which her condition was reportedly improving.

However, on September 12, she was transferred to Port Harcourt after a person identified by community members as Dr. Ndubisi Akpu, who reportedly claimed to be calling from the Ministry of Health, said the government would take over her treatment.

The community received news on Tuesday afternoon that Amos had died and that her remains were reportedly being taken to Ogoni for burial.

CAPPA said the circumstances surrounding her death should be properly documented and independently investigated, with an autopsy conducted, particularly in view of the environmental conditions at the site of the explosion.

According to information received by the organisation, the room where the explosion occurred continues to produce an apparent gas-bubbling sound beneath the cemented floor, accompanied by a noticeable gas-like odour.

CAPPA said the incident was part of a wider emergency documented across Bille since October 2025.

During a field visit on July 6, it said it observed gas emissions from wells, boreholes, residential compounds, waterways and school grounds.

Government investigations had also reportedly detected elevated levels of methane, hydrogen sulphide and carbon dioxide, as well as groundwater contamination and poor air quality.

Despite these findings, CAPPA said residents had yet to receive a comprehensive public explanation of the source of the emissions, a clear emergency response plan or adequate protection from further exposure.

The organisation situated the crisis within the wider environmental challenges associated with oil and gas extraction in the Niger Delta.

It said the region had sustained Nigeria’s petroleum industry and generated enormous revenues for the government and corporations, while many host communities continued to grapple with polluted environments, unsafe water, inadequate healthcare, energy poverty and declining livelihoods.

CAPPA said the failure to conclusively determine the source of the Bille gas emissions nearly one year after residents first raised the alarm demonstrated what it described as serious institutional weakness.

The organisation expressed further concern over several health and fire incidents reportedly recorded in the community.

It said Tamunosiepribo Igani reportedly became dizzy and collapsed while walking to the waterside on September 12, falling into a ditch and sustaining a serious leg injury.

As of September 22, CAPPA said she reportedly required transfer to Port Harcourt for specialist treatment.

Earlier on Tuesday, Deborah Orlando, a teacher at State School One, Bille, reportedly collapsed while carrying out her duties.

Two separate household fires were also reported in August and September.

CAPPA said a fire reportedly broke out while Damiete Akinda was attempting to light a mosquito coil, while another cooking fire on September 7 spread through Esther Dein’s home and destroyed substantial property.

The organisation also raised concerns over reports that some residents were collecting the emerging gas and using it to power generators.

Others, it said, were reportedly digging around their homes in search of gas outlets that could be channelled for domestic energy use.

CAPPA warned that such activities could expose residents to explosions, poisoning and other serious hazards.

The organisation’s Assistant Executive Director, Zikora Ibeh, said Amos’ death should compel the authorities to abandon what she described as a fragmented response and treat the situation as a full-scale emergency.

“Joy Amos did not have to die. Her death followed months of warnings, confirmed environmental hazards and repeated appeals for government intervention. Yet Bille still has no comprehensive emergency plan, no publicly identified coordinating authority and no clear timetable for containing the emissions. The government cannot continue to treat the lives of citizens as expendable,” Ibeh said.

CAPPA called on the Federal Government, Rivers State Government, National Oil Spill Detection and Response Agency, National Assembly, Nigerian Upstream Petroleum Regulatory Commission, Nigerian Midstream and Downstream Petroleum Regulatory Authority, Federal Ministry of Environment, Federal Ministry of Health and Social Welfare, National Emergency Management Agency, Federal Ministry of Petroleum Resources and other relevant authorities to establish a coordinated emergency response involving independent experts.

It called for comprehensive hazard mapping and the evacuation of households, schools and public facilities located in areas found to be unsafe.

The organisation also urged authorities to provide specialist care for Igani, conduct a full medical assessment of the teacher who reportedly collapsed and establish free medical screening for residents, particularly children, pregnant women, older people and those reporting respiratory, neurological, gastrointestinal or skin-related symptoms.

CAPPA called for the immediate suspension of unsafe gas collection and use, accompanied by clear public safety information and the provision of alternative electricity and cooking energy for affected households.

It further demanded continuous air, water and soil testing; a community-wide system for documenting fires, explosions, illnesses and injuries; and the direct participation of Bille residents in investigations, emergency measures and remediation plans.

The organisation said authorities must publicly identify the institutions responsible for coordinating the response and issue a clear timetable for investigation, social support, medical interventions and evacuation where necessary.

It added that once the source of the emissions or leakage was established, authorities should ensure comprehensive remediation, compensation for affected residents and legal accountability.

Reiterating an earlier warning contained in its documentary and report, Danger! Bille Is Highly Flammable, Ibeh said the failure to address the problem could result in a major disaster.

“We would love to be proved wrong, but the reality is that human beings are living amid uncontrolled and deadly gas emissions. Nigeria is on the verge of a major national disaster, and Ms. Amos’s tragic death may only be the beginning of how much worse the situation could become if the authorities fail to act decisively,” she said.
