However, despite the administration framing the agreement as a monumental victory for national energy security, industry experts caution that the sheer logistical timeline means American consumers should not expect immediate relief from elevated gas prices.
According to recent statements, the groundbreaking arrangement was finalized through negotiations involving Secretary of State Marco Rubio, Defense Secretary Pete Hegseth, and Venezuela’s acting President Delcy Rodríguez. The administration asserts this historic transaction will more than double existing American oil reserves and significantly bolster domestic supply without imposing any financial burden on taxpayers.
Tom Kloza, Chief Energy Advisor for Gulf Oil, emphasizes that the sheer scope of the acquisition will not translate to quick fixes at the pump. Comparing the long-term acquisition to a baseball franchise investing in its minor league farm system, Kloza notes that tangible impacts on fuel costs are likely three to six years away, offering no meaningful relief for motorists in the current or upcoming year.
The geological reality of Venezuela’s Orinoco Basin presents unique challenges. The crude there is significantly heavier and more viscous than typical Middle Eastern grades, often requiring processing into asphalt rather than gasoline. While light, sweet crude from West Texas and New Mexico can reach the market in six to seven months, Venezuelan heavy oil demands a six- to seven-year development cycle. This extended timeline accounts for extraction, upgrading, and the necessary addition of chemical diluents to lighten the crude for global transport.
Fortunately, the United States boasts a higher concentration of sophisticated, complex refineries capable of processing heavy sour crude than any other nation. This capability, however, introduces a geopolitical trade shift. Kloza points out that Canadian heavy crude is the current primary alternative for these US facilities. If Venezuelan imports eventually ramp up by an estimated one million barrels per day, Canada stands to lose the most, lacking the infrastructure to easily redirect its stranded crude to tidal ports for alternative international buyers.
Despite the massive reserve figures, global commodity markets have remained unmoved. In fact, benchmark oil prices have recently climbed by roughly a dollar per barrel due to fresh attacks in the Persian Gulf. Kloza clarifies that the current market friction is not a crude supply shortage, but rather a downstream refining crisis affecting finished gasoline and diesel. Approximately seven million barrels per day of global refining capacity remain offline, largely driven by drone strikes targeting infrastructure across Russia and the Middle East.
In the near term, Kloza notes that an upcoming meeting between the President and domestic refiners and distributors could introduce market volatility, particularly if threats of windfall profit taxes or export curbs are leveraged to influence product prices.
Addressing concerns about storage, Kloza dismisses fears that viscous Venezuelan oil would damage the underground caverns of the Strategic Petroleum Reserve (SPR). Instead, he explains that this new supply could strategically displace other heavy sour crudes, allowing those alternative barrels to be safely stored in the SPR. This dynamic is crucial, as global strategic sales are projected to deplete within the next 30 days, potentially tightening worldwide crude availability.
Currently, Venezuelan output remains stagnant at roughly 1.15 to 1.2 million barrels per day, meaning any volume increase will be a gradual, multi-year process. Domestically, producers in Texas and New Mexico may view the prospect of a future global supply bump—from 104 million to 106.5 million barrels per day over five years—with skepticism. US domestic crude is predominantly light and sweet, which risks oversaturating the gasoline market. As the summer driving season concludes, industry anxieties are already pivoting toward diesel and jet fuel availability. Furthermore, should the US secure a specific percentage of this crude, exporting it to nations with desperate refining demands, such as China, remains a viable future strategy.
The unprecedented nature of the agreement invites scrutiny from international legal experts regarding its enforceability within Venezuela and among Western nations. Nevertheless, the current absence of regional violence offers a baseline of stability for Venezuelan utilities and oil fields. The deal also raises compelling questions about Venezuela’s future within the OPEC cartel. With the United Arab Emirates having departed earlier this year and Iraq reportedly wavering, a diminished OPEC of six to eight nations would hold significantly less market power than a 12- or 13-member group. While cartels provide market support, Kloza notes that free-market advocates generally view them unfavorably, drawing parallels to diamond or regional cartels.
Looking ahead, domestic refining reliability is paramount. US facilities have operated at over 95 percent capacity for 20 consecutive weeks. However, much of this added infrastructure is concentrated in the Gulf of Mexico, leaving it vulnerable to hurricane disruptions, especially as the region recently marked the 21st anniversary of Hurricane Katrina. Unlike two decades ago, when the US was largely self-reliant, the nation now exports approximately one million barrels per day of gasoline and two million barrels per day of diesel to roughly 40 countries.
Finally, while the US gains access to Venezuelan reserves, the fate of Venezuela’s domestic refining infrastructure remains a wildcard. Two decades ago, the country possessed a robust system capable of processing 1.5 million barrels per day; today, that network is in severe disrepair, leaving observers to wonder if its rehabilitation will become a future pillar of this bilateral energy relationship.
