Lagos’ N1.77tn IGR surpasses combined revenue of 22 states in 2025 — NBS

Lagos State generated more Internally Generated Revenue (IGR) in 2025 than 22 states combined, according to fresh data released by the National Bureau of Statistics (NBS).

The state recorded N1.77tn in IGR during the year, emerging as the highest revenue-generating jurisdiction among Nigeria’s 36 states and the Federal Capital Territory.

By comparison, the 22 states ranked from Imo to Yobe collectively generated N909.35bn.

The figures are contained in the NBS 2025 Internally Generated Revenue Report, which put the total IGR generated by the states and FCT at N5.15tn.

The 2025 figure represents a 40.93 per cent increase from the N3.65tn recorded in 2024.

Lagos was followed by Rivers with N428.42bn and Enugu with N406.77bn. The FCT occupied fourth position with N356.34bn, while Ogun generated N252.36bn.

Other states among the leading revenue performers were Delta with N202.49bn, Edo with N132.21bn, Oyo with N103.25bn, Kano with N102.26bn and Akwa Ibom with N100.80bn.

The report showed that Lagos alone generated about N859.85bn more than the combined N909.35bn recorded by the 22 lower-ranked states.

The states in that group recorded the following figures: Katsina, N64.29bn; Ondo, N60.32bn; Cross River, N58.64bn; Ekiti, N57.09bn; Anambra, N57.03bn; and Osun, N56.84bn.

Bauchi generated N52.79bn, Bayelsa N50.30bn, Plateau N45.10bn, Gombe N43.96bn, Kogi N43.94bn and Imo N43.65bn.

Borno recorded N36.36bn, Adamawa N33.76bn, Nasarawa N32.57bn, Kebbi N31.23bn, Zamfara N30.07bn and Benue N29.57bn.

Taraba generated N28.16bn, while Sokoto recorded N20.48bn. Ebonyi and Yobe posted N17.18bn and N16.01bn respectively.

Overall, the 15 highest-performing jurisdictions accounted for more than N4.24tn of the N5.15tn total revenue recorded nationwide.

The NBS report also provided a breakdown of the sources of the revenue generated during the year.

Tax revenue contributed N3.79tn, while revenues generated by Ministries, Departments and Agencies accounted for N1.36tn.

Pay-As-You-Earn tax was the largest component of tax revenue at N2.64tn. It was followed by withholding tax with N503.46bn and other taxes at N300.21bn.

Direct assessment generated N112.65bn, while stamp duties contributed N111.57bn. Road taxes and capital gains tax accounted for N49.88bn and N12.40bn respectively.

In total, Nigeria’s 36 states and the FCT generated N5.149tn in Internally Generated Revenue in 2025, marking a substantial increase over the previous year’s collection.
