
The global battle for artificial intelligence dominance is moving deeper into Africa, with Egypt emerging as a new front in the technology rivalry between the United States and China.
Chinese technology giant Huawei has submitted a proposal to build AI data centres for the Egyptian government, a deal that would deploy more than 2,000 of its advanced Ascend processors and give the company a significant foothold in one of Africa’s largest economies.
Washington is now moving to counter the offer, with the US State Department approaching Nvidia, Advanced Micro Devices and Microsoft to assemble an American consortium to challenge Huawei for the project.
The emerging contest goes beyond a single data centre contract, placing Egypt at the centre of a wider struggle over who will supply the chips, cloud infrastructure and software powering the next generation of AI systems in Africa and other emerging markets.
Huawei’s proposal includes 1,408 high-end Ascend 950-series processors for an AI training cloud.
A further 600 Ascend chips, either from the same series or the older 910B generation, would power two inference clusters used to run AI models after training.
Together, the proposed order would total 2,008 processors, with Huawei outlining a 12-month construction and deployment schedule.
Although modest compared with the vast computing clusters being built by major US technology companies, the order could carry outsized strategic value for Huawei.
The Chinese company has spent more than a year trying to expand sales of its AI processors beyond its domestic market.
A successful Egyptian contract could therefore mark the first known overseas deployment of Huawei’s Ascend accelerators while demonstrating its ability to compete for sovereign AI projects despite years of US restrictions on access to advanced semiconductor technology.
Egypt would also provide Huawei with a major African showcase as Cairo pursues a national AI strategy targeting a 7.7% contribution to GDP by 2030 while remaining heavily dependent on foreign suppliers for advanced processors.
That dependence has raised the stakes for Washington, prompting the Trump administration to approach Nvidia, AMD and Microsoft about assembling a competing American proposal.
However, details of the potential offer remain unclear, including the hardware involved, financing arrangements and any restrictions on how the technology could be used.
Microsoft declined to comment on the talks, while Nvidia and AMD did not respond to requests cited in reports.
Meanwhile, a US State Department spokesperson said Washington was discussing American AI technology with dozens of countries and was prepared to work with governments on AI development while respecting national sovereignty.
The intervention underscores how AI infrastructure is increasingly becoming an instrument of economic and geopolitical influence.
Huawei’s proposal goes beyond AI computing infrastructure, extending into surveillance technology developed with iFlytek.
The package reportedly includes vehicle and individual recognition systems linked to Egypt’s national population database, adding another layer of sensitivity to the deal.
Both Huawei and iFlytek have been on US trade restriction lists since 2019, while Washington has also warned that using certain Huawei AI accelerators without approval could trigger penalties under its export-control rules.
That pressure gives Washington considerable leverage because shipments of advanced American AI chips to Egypt have required US government approval since 2023.
Cairo is therefore balancing its need for advanced computing infrastructure against the geopolitical risks of choosing between American and Chinese technology.
The outcome could become an early test of how African countries navigate the widening US-China divide over AI infrastructure.
