Let the Work Speak: Why Evidence-Based Journalism Matters to Uganda’s Development

By Brian Mugenyi

Decentralization is often framed as an abstract story of district councils, budgets, and administrative structures. For citizens, however, it is far more tangible: it is the road connecting a village to a market, the health center treating a sick child, the primary school building a pupil’s future, and the public market where a vendor earns a livelihood.

Local government journalism plays a vital role in this dynamic. As former Washington Post Executive Editor Marty Baron famously observed, local journalism is an indispensable public service because it monitors the institutions whose decisions directly shape daily life. In Uganda, decentralization is not merely an administrative framework; it is a constitutional commitment under Article 176 intended to devolve power, encourage civic participation, and streamline public services.

If local governments exist to serve citizens, the public requires accurate, verified information to participate meaningfully. This makes evidence-based development journalism essential.

Moving Beyond Propaganda and Cynicism

Too often, media coverage of public administration oscillates between uncritical government praise and automatic hostility. Mature development journalism avoids both traps by prioritizing field-based verification.

When the Ministry of Local Government—led by Permanent Secretary Ben Kumumanya—reports structural milestones, such as providing logistical transport to district chairpersons or digital equipment to Parish Development Model officers, journalism must neither reflexively applaud nor dismiss these claims. Instead, reporters must test them: Are these tools deployed? Are services improving? What do local officers and residents report on the ground?

A completed project demonstrates progress; a stalled one points to implementation gaps. Both are valid news. The distinguishing factor is evidence.

Where Policy Meets Human Experience

Development becomes visible when journalists move beyond official press statements and ribbon-cutting ceremonies:

• Infrastructure:

At Entebbe’s Kitooro Market and its surrounding roads, infrastructure intersects directly with local commerce. Speaking directly to vendors—such as fish trader Fatuma Nangendo—transforms a story about capital expenditure into an evaluation of economic impact.

• Healthcare:

At facilities like Kitabaazi Health Centre III in Masaka, the critical story is not the physical building, but its outcomes: drug stock availability, health worker attendance, patient volume, and care quality.

• Education:

Under initiatives like the World Bank-supported UgIFT program, funding targets new secondary schools and primary grants. Journalists must verify whether these investments translate into improved learning materials, better sanitation, and stronger educational outcomes.

The Citizen at the Center

International institutions like the World Bank recognize that local governments are where development is ultimately delivered. However, decentralization only succeeds when citizens remain at the center.

Journalists serve as the bridge between institutional decisions and community reality. The newsroom’s responsibility is to translate complex municipal budgets into plain language, track infrastructure projects over time, and hold leadership accountable to the public.

The future of local government reporting requires moving from project coverage to impact coverage. Do not merely report that a road was constructed or a health center was built—report what changed for the people using them. Research thoroughly, verify before publishing, listen before concluding, and let the work speak for itself.
