Torrevieja Tenders Supervision Contract for €10.8m Alzheimer’s Centre
AI summary
The €458,638 contract will cover project management, quality control and health and safety coordination during the centre’s 20-month construction period
Torrevieja City Council has opened the tender process for the professional team that will supervise construction of its planned day centre for people with Alzheimer’s and other neurodegenerative conditions.
The centre itself has a construction budget of €10,856,623, including VAT. The separate supervision contract is valued at €458,638 and covers project management, quality control and health and safety coordination.
The successful bidder will be responsible for monitoring construction, ensuring that the work complies with the approved plans and verifying that all technical, safety and quality requirements are met.
Construction is expected to take 20 months from the signing of the formal commencement certificate. The supervision team’s responsibilities will continue throughout the building’s two-year guarantee period and until the project has been formally completed and financially settled.
Centre planned opposite Quirón Hospital
The Alzheimer’s centre will be built in Sector 25 of Torrevieja’s General Urban Development Plan, opposite Quirón Hospital.
It will provide approximately 2,700 square metres of constructed floor space on a plot measuring almost 8,000 square metres.
The building is intended to provide spacious, functional and accessible facilities for the daytime care of people with Alzheimer’s and other neurodegenerative diseases.
Awarding the supervision contract is a necessary step before the council can proceed with construction of the new social-care facility.
Full technical supervision
The contract covers supervision of the building work and its physical execution, together with oversight of the centre’s technical installations.
It also includes health and safety coordination, quality-control planning and monitoring, preparation of the final as-built project and production of the documentation required to obtain legal approval for the building’s installations.
All the services will be awarded under a single contract rather than divided into separate lots. The council says this will provide unified technical coordination, common planning and a single point of contact throughout construction.
The appointed team must include an architect responsible for directing the project and liaising with the authorities, as well as a technical architect responsible for overseeing construction and quality control.
A suitably qualified professional must also coordinate health and safety, although this role may be performed by one of the appointed architects. The team must additionally include a qualified industrial engineer capable of processing the plans and certificates for the building’s technical installations.
Technical quality worth 60% of score
The contract will be awarded through an EU-regulated open tender, with bids assessed against a maximum score of 100 points.
Price will account for up to 40 points, while technical quality will be worth the remaining 60.
The technical proposal can receive up to 30 points: 20 for the project-management plan, seven for the quality plan and three for the environmental programme.
The experience of the proposed team will be worth up to 15 points, with another 15 available for bidders offering additional technical support after completion.
This extra assistance must be provided at no cost to the council and may continue for up to 12 months after the project’s final settlement. It will include advice, reports, clarification and technical support relating to the completed building and its installations.
Companies must submit their bids electronically through Spain’s Public Sector Contracting Platform. The tender allows 30 calendar days from the date the notice is sent to the Official Journal of the European Union.
The final deadline, specifications and supporting documents will be published on the contracting platform.
