The Eritrean Opposition: Thirty Years of Potential and Paralysis

Introduction: Why Examine Weaknesses?

In the previous column, I examined the strengths of the Eritrean opposition as identified by the opposition themselves. In this installment, I turn to the weaknesses. Presenting both sides of the situational‑analysis ledger is essential for a fuller picture and, hopefully, a clearer understanding of the landscape. The assessment was conducted by the political parties, fronts, and civil‑society organizations that constituted the National Council—an umbrella body whose membership encompassed most actors in the Eritrean opposition. More importantly, the analysis sought to diagnose the ailments and impediments that had long rendered the opposition ineffective and, in many respects, irrelevant.

The Need for Strong Public Platforms

After publishing my previous article, I learned that Mr. Ishaq Beshir and Mr. Woldeyesus Ammar had addressed these same strengths and weaknesses roughly twelve years ago. I am not surprised. Both have enriched Awate with thoughtful, substantive contributions over the years, and it is entirely in character for them to engage a subject of such gravity. Their work—though it did not appear at Awate as their earlier writings did—underscores, more than anything else, the need for one to three robust platforms where Eritreans can conduct their public discourse. The proliferation of scattered, low‑traffic websites and social‑media pages dilutes our collective voice and fragments our efforts.

It is not my intention to single out these two individuals, whom I know personally and hold in high regard, but rather to highlight a pattern far more pervasive than it should be. It is difficult to understand why so many otherwise reasonable people—who invest their intellect and resources in the national struggle—would expend their energy on platforms that neither attract the right audience nor sustain meaningful engagement. We need to strengthen our established institutions, such as Awate, which has provided consistent public service for more than two and a half decades. Whether one is launching a new media outlet or forming an organization, it should always be subjected to a simple Lemon Test: What is the added value?

On Literature, Continuity, and Intellectual Honesty

I have not yet read their articles, but if history is any indication, I am likely revisiting grounds they covered long ago. I take solace in the wisdom of King Solomon: there is nothing new under the sun. My aim has never been to claim new discoveries or original ideas, but to articulate my perspective in my own authentic voice. I always try to familiarize myself with existing literature so I can build on it, but I acknowledge that in this instance I have fallen short. My overriding concern is to help dispel the cloud of fear that has long crippled us from confronting important—and sometimes controversial—issues that matter. If I write boldly and honestly, my work will carry a redeeming value of its own—an inner justification that keeps me moving forward.

The National Council: Promise and Collapse

In the spirit of full disclosure, I should emphasize that I was never affiliated with the National Council—neither in the past nor in the present. Regardless of affiliation, however, I believe that the successes and failures of the opposition affect all of us. On principle, and without reservation, I have always extended my best wishes to all Eritreans engaged in the struggle for change, and the Council was no exception.

It is also important to acknowledge that, in terms of sheer numbers and diversity, the Council had represented the most promising attempt at fostering unity within the opposition. Yet, like so many initiatives in Eritrea, it died upon arrival—undermined by misplaced priorities, the absence of strategic vision, and uneven, undue external influence. Today, it exists nominally, more as a liability than an asset.

A leader from the council, I interviewed openly admitted its failure and called for the dissolution of all existing organizations and the creation of a new, individual‑based opposition. Yet he also argued—strongly—that the Council remains the only entity that meaningfully reflects Eritrea’s diversity, and that without it, communication among different groups would have been nearly impossible. Reforming it completely or replacing it entirely is necessary, he contends, but having it is still better than not having it.

Four Thematic Weaknesses

1. Organizational Fragmentation and Cultural Dysfunction

A persistent cultural inability to resolve internal divisions continues to plague the opposition. Organizations multiply and fragment regardless of whether they have real constituencies or operational presence. Instead of building on shared principles, they fixate on points of difference, reinforcing a cycle of mistrust and factionalism. Transparency is limited, clarity is rare, and the public often sees only discord. This fragmentation has produced rigid structures trapped in outdated ideas, unable to renew themselves or attract new constituencies, especially the youth, who remain largely disengaged.

1. Weak Institutional Capacity and Governance

Institutionally, the opposition remains fragile. Rules and regulations are inconsistently followed, strategic questions are confused with tactical ones, and planning is often absent. Programs are launched without prior study, leading to predictable failures—such as the unstructured inclusion of civil‑society groups in Awasa, which created competition rather than synergy. Organizational work is shallow, resources are scarce, and leadership development is almost nonexistent. The result is an ecosystem that spends more time discussing its weaknesses than addressing them through concrete action.

1. Absence of Unified Vision and Strategic Orientation

The opposition has not articulated a unified political message that places the Eritrean people at the center of its struggle. Personal and organizational interests routinely overshadow national priorities. Some actors attempt to monopolize political power, denying the rights of others. There is no shared vision for Eritrea’s social or political diversity, nor a coherent plan for building a national democratic front. Misreading the self‑interest of neighboring states further undermines strategic clarity. Without a collective vision, the opposition remains directionless and reactive.

1. Disconnection from the Eritrean Public and National Realities

Operating largely from exile, the opposition remains distant from the internal national environment. It has failed to grasp the existential threat facing the Eritrean people and state and therefore cannot mobilize society around a shared sense of urgency. Youth engagement is minimal, public trust is thin, and communication is inconsistent. Without a grounded presence inside the country or a credible strategy to connect with the population, the opposition’s political relevance remains limited.

In the last decade, youth groups have emerged that could not distinguish between movements and organizations, political parties/front and civil societies. Although they generated buzz, they have not fared better than their predecessors—largely because they failed to learn from history and social sciences.

Continuity and institutional memory are essential. This appears to be more of an Eritrean problem than a generational flaw, a recurring theme in our national story. It is one reason I argue that the political struggle must be waged alongside an intellectual and moral struggle. It should not be, in Shakespeare’s words, “the mad leading the blind.”

Interpreting Structural Patterns

The weaknesses outlined above are not isolated flaws; they form an interconnected pattern that has defined the opposition’s behavior for more than three decades. At the core of this pattern is a political culture shaped by the liberation wartime ethos—an ethos that prized discipline, hierarchy, and unity of command. When transplanted into a post‑independence political environment, those habits became liabilities. The opposition like the regime inherited the reflexes of a liberation movement but lacked the institutional scaffolding of a political system. Fragmentation became the default mode of operation, not an aberration.

The chronic organizational dysfunction is therefore not simply a matter of poor management. It reflects a deeper structural reality: Eritrean political actors have never operated within a stable institutional framework. They emerged from a liberation struggle that rewarded personal networks over formal structures, loyalty over transparency, and tactical improvisation over strategic planning. These habits persisted in exile, where the absence of a shared political space magnified every disagreement and turned every difference into a potential split.

The absence of a unified vision is similarly rooted in historical experience. The liberation‑era political culture discouraged ideological pluralism, and the opposition—composed largely of former fighters, former mass organziation members , and groups shaped by the same national trauma—struggled to articulate a coherent alternative. Without a shared vision of the state, the opposition defaulted to competing narratives, each claiming authenticity but incapable of commanding broad national legitimacy. This vacuum allowed personal rivalries, organizational pride, and regional interests to overshadow national priorities.

The opposition’s disconnection from the Eritrean public is the most consequential weakness of all. Operating from exile, it has been unable to cultivate a constituency inside the country or develop mechanisms for sustained engagement. This recognition is precisely why I made an exception and joined Medrekh, an organization primarily established by former PFDJ officials. For a moment, it appeared to offer a rare opportunity to bridge the gap between the opposition and the internal realities of Eritrea. But even Medrekh failed to make a meaningful breakthrough, and it eventually became one more organization that wore the hat but had no cattle.

Movements that do not speak to the lived realities of their people inevitably lose relevance. The opposition’s failure to anchor itself in Eritrea’s internal social fabric has left it vulnerable to external pressures, donor expectations, and regional political currents that often distort its priorities.

This disconnect is further compounded by linguistic and cultural divides within the diaspora itself. Many Muslims—children of the first generation of refugees who were either born or raised in Sudan or other Arab countries—communicate primarily in Arabic, while the new refugees of post-independent Eritrea, tend to rely on Tigrinya. The result is a diaspora that has effectively split into two Eritreas, neither of which mirrors the linguistic, cultural, or social realities inside the country. Instead of serving as a bridge to the homeland, these divides have deepened fragmentation and weakened the opposition’s ability to speak with a unified national voice. In many ways, this fragmentation has become the regime’s most effective cautionary tale against multiparty politics.

Taken together, these weaknesses reveal a movement trapped between its historical inheritance and its political aspirations. They persist because they reinforce one another: fragmentation undermines institutional capacity; weak institutions prevent the formation of a unified vision; the absence of vision alienates the public; and public disengagement deepens fragmentation. This cycle has defined the opposition’s trajectory for decades.

Understanding this dynamic is essential for imagining a different future. Eritrea’s political crisis is not simply the result of authoritarian rule; it is also the product of an opposition that has not yet developed the structural, cultural, and strategic foundations necessary to serve as a credible alternative. The challenge, therefore, is not only to critique the opposition’s weaknesses but to recognize the historical forces that produced them—and to consider what kind of political culture must emerge to break the cycle.

Conclusion: The Meaning of “Success” After Three Decades

Three and half decades after Eritrea’s independence, the opposition remains suspended between potential and paralysis. Its strengths—moral legitimacy, accumulated experience, and a reservoir of committed individuals—are real and enduring. But its weaknesses are equally real, equally enduring, and far more consequential. Fragmentation, institutional fragility, strategic incoherence, and disconnection from the Eritrean public have combined to produce a movement that exists but does not advance; that speaks but does not persuade; that organizes but does not transform.

The tragedy is not that the opposition has failed. The tragedy is that it has not yet learned how to succeed.

Success, in the Eritrean context, cannot be measured by conferences, communiqués, or coalitions formed abroad. It must be measured by the ability to influence realities inside Eritrea, to mobilize its people, to articulate a vision that transcends factional loyalties, and to build institutions capable of surviving beyond personalities. Until the opposition confronts its weaknesses with the same seriousness it demands of the regime, it will continue to exist—but existence alone will not change Eritrea.

The country is facing an existential crisis. The people are exhausted. The leadership is aging beyond what any normal society would deem acceptable. The youth are scattered. The state is hollowing. History is moving. The question is whether the opposition will move with it.

If it does, Eritrea may yet reclaim the promise of its independence. If it does not, the next chapter will be written without it.
