Torrevieja Town Council has awarded a four-year public lighting maintenance contract to Sociedad Ibérica de Construcciones Eléctricas (SICE), at a total cost of €3,022,515.72 including VAT. The annual equivalent is €755,628.93.
The service will cover lighting across the municipality’s roads and public green spaces, as well as exterior decorative lighting on municipal buildings and selected monuments and signs. Festive lighting is covered by a separate contract.
SICE will provide a 24-hour, year-round emergency service. Under the contract terms, crews must attend an emergency within one hour and generally repair faults within 48 hours of detection. Risks such as fallen or unstable lamp posts, possible electrocution and lighting failures in busy areas will require urgent action.
The maintenance programme includes inspections, repairs, cleaning and safety checks, alongside upkeep of the council’s remote lighting management system. Night-time checks must cover all lights three times a week, while daytime inspections of the full network are required within each four-month period. Lighting in prominent areas, including the main promenades and beaches, must be cleaned at least annually; other municipal lights must be cleaned at least every two years.
The contractor’s minimum staffing requirement is 11 people, including electricians, specialist electrical workers and a foreman. Its fleet must include five vehicles, among them two platform lorries and a 15-tonne crane truck.
The contract also allows for the eventual addition of 1,083 lights in Sector 20-La Hoya, once the development has been formally accepted by the council and the contract is amended.
