Finance Minister Enoch Godongwana warns about higher taxes in South Africa

South Africa’s Finance Minister, Enoch Godongwana, has warned that the country’s tax burden is reaching uncomfortable levels, raising questions about how the government will fund its spending without putting further pressure on taxpayers.

According to a report published by Daily Investor on 28 October 2026, Godongwana believes that increasing taxes further could become counterproductive, potentially resulting in lower revenue for the government rather than higher collections.

The warning comes as National Treasury attempts to stabilise government debt, improve revenue collection and support economic growth while avoiding additional tax increases.

One of the biggest concerns raised by Godongwana is the country’s tax to gross domestic product (GDP) ratio, which measures how much tax the government collects relative to the size of the economy.

The ratio has reached a reported record high of 26.8%, according to Daily Investor. The Finance Minister said this level concerns him, particularly because South Africa needs to remain competitive in attracting investment and supporting businesses.

Godongwana also highlighted the country’s major sources of tax revenue personal income tax, corporate income tax and value added tax (VAT).

Godongwana’s warning reflects an economic concept known as the Laffer Curve. It suggests that tax increases can initially generate more revenue, but beyond a certain point, higher rates may discourage economic activity or encourage taxpayers to reduce their taxable income.

This can make it harder for the government to collect additional revenue, even when tax rates increase.

Economist Dawie Roodt of Efficient Group has also argued that South Africa relies heavily on a relatively small group of high income taxpayers. He believes the existing tax structure places a disproportionate burden on this group and could undermine economic growth if the pressure increases further.

However, the precise point at which higher taxes reduce total revenue is difficult to establish, and the effect can differ between types of tax.

The South African Revenue Service (SARS) has been tasked with improving tax compliance and closing loopholes to help the government raise more money without introducing additional tax increases.

According to the report, these efforts have contributed to stronger revenue collection and helped support the stabilisation of government debt.

But tougher enforcement also means taxpayers and businesses face greater pressure to declare their income accurately, meet their tax obligations and ensure their financial affairs are compliant.

For the government, the challenge is to collect enough revenue to fund public services while avoiding measures that could discourage investment and economic activity.

Godongwana’s warning does not mean that a new tax increase has been announced. Rather, it highlights the difficulty of raising additional revenue from a tax base that is already under significant pressure.
