MI5 Issues Stark Warning to UK Universities Over China-Linked Research and Espionage Fears

Britain’s domestic intelligence agency MI5 has issued an unusually direct warning to universities over research links with a Chinese organisation it says is closely connected to Beijing’s Ministry of State Security (MSS).

The Security Service has advised academic institutions to urgently review current and planned collaborations with the China General Technology Research Institute (CGTRI), saying the organisation funds research that can strengthen the technical capabilities of Chinese intelligence.

The warning places universities and individual researchers under renewed pressure to establish who ultimately finances collaborative research, particularly in sensitive technology fields.

More Than 100 UK-Linked Academics Identified

According to MI5, more than 100 UK-linked academics have contributed to research projects funded through the CGTRI and ultimately backed by the MSS.

The areas of research include artificial intelligence and cybersecurity, alongside other technologies that could potentially be adapted for intelligence and surveillance purposes. MI5 said some academics may not have known that CGTRI was involved in financing the work.

The intelligence agency’s alert states that the primary purpose of CGTRI is to finance academic research that directly improves the MSS’s technical capability for espionage.

Sensitive Technologies at the Centre of Concern

Research highlighted in the warning covers areas including AI, cybersecurity, covert communications and steganography.

Steganography involves concealing information inside another file, image or physical medium so that the existence of the hidden message is difficult to detect.

MI5’s concern is therefore not simply about academic cooperation with China, but about research that could provide practical technological benefits to a foreign intelligence service.

Universities Told to Examine Their Funding Links

MI5 has stopped short of claiming that every researcher who worked on a CGTRI-linked project knowingly assisted Chinese intelligence.

Instead, the agency acknowledged that some academics may have entered collaborations in good faith without being aware of the ultimate source of funding.

It has nevertheless urged universities to examine their existing relationships with CGTRI and ensure that future partnerships do not involve the organisation. The agency also advised institutions and researchers to seek independent legal advice where necessary and to understand their obligations under the National Security Act 2023.

Cambridge Reference Removed After Funding Error

Cambridge University has been drawn into the controversy after a research study published online was initially shown as having been sponsored by the China Academy of General Technology, another English name associated with CGTRI.

The study, published in 2025 and co-authored by a Cambridge academic, concerned ancient metagenomics, a field involving the analysis of DNA recovered from archaeological material.

Cambridge subsequently said the Chinese organisation had not funded the research and that its appearance as a sponsor was an error. The university removed the reference from its website.

The correction is significant because it demonstrates that the presence of a Chinese organisation in a published funding record does not necessarily establish that it actually financed the research.

UCL Paper Also Comes Under Scrutiny

Researchers from University College London have also been linked to a separate paper concerning carbon-based materials for batteries.

The 2023 paper listed the same Chinese organisation as a funder online. However, UCL said one of the researchers involved disputed that CAGT had funded the work and noted that the organisation did not appear in the acknowledgments section of the published journal article.

The university’s response highlights the wider difficulty of determining the precise funding trail behind international academic collaborations.

Government Warns of Possible Legal Consequences

Security Minister Dan Jarvis has written to university vice-chancellors urging them to support staff in ending arrangements with CGTRI.

Jarvis said the alert demonstrated attempts by Chinese intelligence to benefit from the expertise and research of British academics and stressed that the government would use existing national-security laws where appropriate.

He also said international academic partnerships remain important to British universities, but argued that cooperation must be balanced against national-security risks.

National Security Act Raises the Stakes

The warning comes with a potentially serious legal dimension.

MI5 has specifically reminded academic institutions, staff and researchers of their responsibilities under the National Security Act 2023. The agency says anyone continuing to conduct research ultimately funded by CGTRI should obtain independent legal advice.

The alert therefore goes beyond a general security advisory and places greater emphasis on the legal responsibilities of researchers and institutions when dealing with foreign-linked funding.

Debate Grows Over Britain’s University-China Links

The warning is likely to intensify an existing debate over how British universities should balance international collaboration, research funding and national security.

Security concerns surrounding Chinese intelligence activity have increased in recent years, while MI5 has previously said that Britain should continue engaging with China where risks can be appropriately managed rather than simply cutting off all cooperation.

The latest alert specifically targets CGTRI and does not amount to a blanket prohibition on academic engagement with China.

For universities, however, the message is clear: understanding the ultimate source and purpose of research funding is becoming an increasingly important part of protecting sensitive British expertise.
