Unai Emery Breaks Silence on Man City Verdict: ‘Many Other Clubs Have Inflated Their Budgets’

Aston Villa manager Unai Emery has become the first current Premier League manager to publicly address the fallout from Manchester City’s landmark financial case, suggesting that the wider issue may extend beyond the reigning English champions.

City were found by an independent Premier League commission to have committed serious financial-rule breaches over a nine-season period between 2009/10 and 2017/18. The commission concluded that the club had used commercial arrangements that artificially increased revenue and reduced costs by more than £900 million.

Manchester City have rejected the findings and are appealing the verdict. Reuters reported that the club plans to argue during its appeal that some of the sponsorship funding identified in the case came from the Abu Dhabi government rather than its owners.

Emery Says Other Clubs Also Inflated Their Budgets

Speaking to Spanish publication Diario de Sevilla, Emery said the financial pressures created by Premier League rules are familiar to every club competing at the top level.

The Villa boss suggested that Manchester City’s case should also prompt wider discussion about how clubs have managed their finances.

“Many other clubs have inflated their budgets, and now it’s coming to light,” Emery said, according to the comments reported in the source material.

He added that Financial Fair Play was designed to maintain financial balance by ensuring clubs generally spend in line with what they generate.

Villa Boss Points to Restrictions on Clubs

Emery also highlighted the financial constraints that clubs face when trying to strengthen their squads.

He explained that clubs have to sell players and carefully structure contracts with new signings in order to remain within the applicable financial regulations.

His comments come at a particularly sensitive time for Aston Villa, who have themselves faced financial scrutiny.

Despite being backed by billionaire co-owners Nassef Sawiris and Wes Edens, Villa’s spending capacity remains connected to the revenue generated by the club rather than simply the personal wealth of its owners.

Aston Villa Have Faced Financial Restrictions Too

Villa were referred to UEFA’s Club Financial Control Body after being found to have breached the governing body’s financial regulations.

The club’s own experience with financial restrictions gives additional context to Emery’s comments about the challenges faced by Premier League teams attempting to compete at the highest level.

Villa have had to manage their squad and transfer activity within the relevant financial limits, illustrating the tension between wealthy ownership and the revenue-based restrictions imposed on clubs.

Emery Admits City Were Extraordinary on the Pitch

While discussing the financial controversy, Emery also acknowledged the footballing achievements of the Manchester club during Pep Guardiola’s tenure.

The Spaniard said he felt sorry because of the way the team played and recalled periods when Guardiola’s side appeared almost impossible to match.

That distinction is significant because Emery’s comments did not amount to a rejection of City’s footballing achievements. Instead, he separated his admiration for the team’s performances from the regulatory questions now surrounding its finances.

City Preparing an Appeal Against the Verdict

Manchester City have strongly disputed the independent commission’s conclusions and are seeking to overturn the verdict through the appeal process.

The commission found that City had arranged what it described as “sham” contracts with commercial partners and used a disguised funding scheme involving Abu Dhabi United Group, which the commission said artificially inflated revenue and reduced costs.

According to Sky Sports, City’s appeal strategy includes arguing that the disputed sponsorship money was funded by the Abu Dhabi government rather than the club’s owners. The commission rejected that argument during the original proceedings.

Premier League Fallout Could Extend Beyond Manchester City

The case has already prompted broader questions about financial regulation and competitive balance in English football.

The Football Association has described the verdict as having serious implications for the integrity of the game, while City continue to maintain their position that the commission’s findings contain significant errors.

For Emery and other Premier League managers, however, the immediate issue is the financial framework governing every club.

With City’s appeal still to be resolved, the full consequences of the landmark ruling — for Manchester City and potentially for the wider Premier League — remain to be determined.
