Hassan Sheikh Meets Traditional Leaders from Somaliland: A Symbolic Gesture or a Wider Political Strategy?

The Somali president’s meeting with three traditional leaders from Somaliland highlights Mogadishu’s efforts to strengthen community ties with the region. But can engagement with traditional authorities advance national reconciliation, or is its political impact limited without dialogue with Hargeisa?

Mogadishu – (WDN) Somali President Hassan Sheikh Mohamud has received three traditional leaders from Somaliland—the self-declared independent region in northwestern Somalia—at the Presidential Palace in Mogadishu, raising questions about the political significance of their visit and whether the engagement forms part of a broader effort to strengthen Mogadishu’s influence and connections within the region.

The delegation included Boqor Ibrahim Boqor Ali Hussein, Sultan Mahmoud Ahmed and Sultan Omar Osman Goodir, who had been staying in Mogadishu in recent days.

The three attended as traditional authorities, not as representatives of Somaliland’s government in Hargeisa. Their influence derives from customary leadership and community standing rather than elected government positions or formal state appointments. Although traditional leaders can play important roles in mediation, reconciliation and community relations, their participation does not establish that they speak for Somaliland’s administration or have authority to negotiate political agreements on its behalf.

According to the official account, discussions at the Presidential Palace focused on strengthening social ties and unity among Somali communities, with particular emphasis on the role of traditional authorities in peacebuilding, reconciliation and fostering mutual understanding.

President Hassan, whose constitutional mandate has expired and whose leadership faces mounting opposition over a political direction many believe is pushing Somalia toward disintegration, has called on Somaliland elders to intensify their efforts to preserve peace, strengthen social cohesion, and maintain ties among Somali communities.

The Political Significance Beyond Traditional Diplomacy

The meeting carries potential political significance because it brings the Federal Government into direct engagement with influential traditional figures from a region whose political status remains one of Somalia’s most sensitive national questions.

Mogadishu considers Somaliland part of the Federal Republic of Somalia, while Somaliland’s authorities maintain that the region is an independent state. Against this backdrop, engagement with traditional leaders can serve as a channel for maintaining social and political connections that extend beyond the formal relationship between the two administrations.

For Mogadishu, cultivating relationships with traditional authorities could help reinforce the argument that historical, cultural and social ties between Somali communities remain important despite decades of political separation. It could also provide an opportunity to encourage dialogue and reconciliation at the community level, particularly where traditional leaders retain considerable influence.

However, there is an important distinction between building relationships with traditional authorities and securing political acceptance from Somaliland’s leadership. The three elders do not represent Hargeisa’s administration, and their meeting with President Hassan Sheikh should not be presented as evidence of a breakthrough in relations or a shift in Somaliland’s political position.

Nor should their participation automatically be interpreted as an endorsement of Mogadishu’s position on Somaliland’s status. Traditional leaders can maintain relationships with different political actors without necessarily aligning themselves with any government’s political agenda.

The Limits of Mogadishu’s Approach

The meeting also raises a strategic question about the Federal Government’s approach to Somaliland. Can Mogadishu make meaningful progress towards national reconciliation by engaging traditional authorities while the political dispute with Hargeisa remains unresolved?

Traditional leaders can help create an environment conducive to dialogue, reduce community tensions and maintain communication across political divisions. But they cannot substitute for formal political negotiations between the Federal Government and Somaliland’s administration.

A durable political settlement requires direct engagement between the relevant political authorities, an agreed framework for dialogue and a willingness to address the fundamental disagreements over sovereignty, governance and the future relationship between the two sides.

There is also a risk that engagement with traditional leaders could be viewed in Hargeisa as an attempt by Mogadishu to cultivate alternative channels of influence within Somaliland. Whether that interpretation emerges will depend on the nature of future engagements and how both sides communicate their intentions.

For now, the available information indicates a meeting focused on social cohesion and reconciliation, not formal political negotiations.

What Comes Next?

The real test will be whether this engagement develops into a sustained initiative involving traditional authorities, community representatives and other stakeholders, or remains an isolated presidential meeting.

If Mogadishu wants to turn such engagements into meaningful progress, it will need to demonstrate that its outreach is genuinely aimed at reconciliation and social cohesion rather than simply generating political symbolism. Equally, traditional leaders must be allowed to exercise their customary roles without being portrayed as political representatives of an administration they do not formally serve.

Ultimately, the meeting is politically significant as an exercise in engagement, but its implications should not be overstated. Traditional leaders can help rebuild trust between communities, preserve social connections and create space for dialogue. They cannot, however, resolve the dispute between Mogadishu and Hargeisa. That requires political negotiations and a credible process addressing the fundamental questions separating the two sides. The meeting may open a door to wider engagement, but whether either administration is prepared to walk through it remains the more important question.
