Two Suspects in Victoria Mutiso Murder to Enter Witness Protection

The Directorate of Criminal Investigation (DCI) has closed a miscellaneous application file involving two suspects in connection with the murder of Dr Victoria Nthunya Mutiso.

During earlier court proceedings, the magistrate granted the DCI an additional four days after the agency requested seven more days to complete investigations against Boda boda rider Kevin Ngugi Kinuthia and Prado driver Daniel Mwangi Njoroge.

Mwangi and Ngugi, who are not represented by counsel, did not oppose the prosecution’s application.

When the matter came up before Milimani Principal Magistrate Paul Mutai on Tuesday, September 15, 2026, the State told the court that investigations into the two suspects have been completed.

Even though the miscellaneous application file has now been closed, the two suspects have not been released. They remain detained for an additional week while authorities arrange their placement under the witness protection agency.

“The miscilenious application file is now closed, and the two respondents shall remain in custody for the next seven days awaiting to be placed on witness protection agency,” Magistrate Mutai ruled.

Preliminary investigations indicate that Ngugi worked as a boda boda rider. Investigators say he transported the shooter to the scene and then took the person back afterward. Mwangi, meanwhile, allegedly drove the Prado that crossed the taxi carrying the late doctor, Mutiso.

Police arrested and arraigned the two together with police constable Elijah Kibelion Kimoi. The Director of Public Prosecution (DPP) has registered a charge of murder of Dr. Mutiso against Kimoi.

PC Elijah Kibelion Kimoi, who was the first respondent in the miscellaneous application, is set to face a murder charge at the High Court. He had already been arraigned before Judge Kanyi Kimondo.

Investigating officer Romana Oduor told the court that Kimoi fired the fatal shots that killed Dr. Mutiso. Oduor said Daniel Mwangi drove the black Prado used to block the Uber carrying the deceased, while Kevin Ngugi allegedly dropped off and later picked up Kimoi at the scene.

Kimoi was arraigned together with Rose Mbithe Mulwa, alias Rose Mbithe Ndetei, Chris Mulwa, and Angela Mulwa. The court ordered that they undergo mental assessment before they enter pleas to the murder charges.

The four are expected to plead on September 23, 2026, before Judge Alexander Muteti.
