South Africa Border Corruption Crackdown: BMA Dismisses 17 Officials in Joint Agency Drive

KEMPTON PARK, GAUTENG — A comprehensive South Africa border corruption crackdown is underway as government agencies intensify efforts to eliminate illicit activities at the country’s ports of entry. The Border Management Authority (BMA), the Special Investigating Unit (SIU), the Hawks, and other law enforcement bodies launched a joint anti-corruption campaign at OR Tambo International Airport, marked by an anti-corruption pledge signed by senior officials to ensure zero tolerance for illicit practices.

Disciplinary Actions and Zero Tolerance
During the campaign, BMA Commissioner Dr. Michael Masiapato revealed the extent of the authority’s internal cleanup. The BMA has dealt with 57 labor-related disciplinary cases in the past quarter involving officials found acting outside the law.

“Over 17 individuals have been fairly dismissed,” Dr. Masiapato stated, noting that most were caught taking very small bribes, such as R50 or R100, which accumulate over time. He added that 33 cases remain ongoing, with two officials currently on final warning and one suspended without pay. This follows a previous quarter where over 50 officials were dismissed at land ports like Oshoek.

Technological Interventions at the Border
To combat transnational criminal syndicates, the BMA is leveraging advanced technological interventions. Dr. Masiapato highlighted a new immigration stamp introduced in August of last year, which features a unique number linked to the specific officer. This allows the BMA to trace illegal stamps and identify the exact official who stamped a passport for a fee.

Additionally, drones are now being deployed not only to monitor illegal migration but to capture audio-visual evidence of officials taking bribes. At OR Tambo, the recent launch of the Electronic Travel Authorization (ETA) and the Enhanced Movement Control System—unveiled by the President on August 12—is automating processing. The system uses AI cameras to triangulate passport photos with the traveler’s face and cross-checks backend databases to determine if a person is desirable to enter the country, entirely without human intervention.

Law Enforcement and Data-Driven Investigations
The SIU Commissioner emphasized the shift toward proactive prevention and financial abuse investigations. Following recent proclamations regarding the Department of Home Affairs, the SIU is focusing on systemic recommendations to secure entry and exit points. The SIU receives monthly feedback from the Department of Home Affairs Director-General and the BMA Commissioner to ensure proper accountability and consequence management.

Meanwhile, the Hawks are utilizing aggressive undercover operations. A Hawks representative explained that investigators sometimes use confiscated drugs from mules to set up entrapments, gathering audio-visual recordings of police officers soliciting bribes.

The Department of Forestry, Fisheries, and the Environment (DFFE) is also employing data-driven tactics. A DFFE representative detailed how analysts use Section 205 notices to obtain cell phone and banking records. Analyst units map communication towers to track movements across locations like Kempton Park, Centurion, Namibia, and Beit Bridge, thereby identifying compromised officials and persons of interest.

The Human Cost of Corruption
The campaign also featured a stark warning from convicted offender Mangani Leota, who is serving a 37-year prison sentence for fraud and corruption. Leota shared how his crimes escalated after being fired and blacklisted for authorizing a fraudulent R2.8 million bank transfer between ABSA and Capitec.

Leota revealed that he subsequently relied on corrupt contacts at Home Affairs to obtain printed ID documents and used compromised border officials to smuggle stolen vehicles across the border to buyers in Mozambique. His testimony highlighted how compromised officials facilitate organized crime, prompting the Hawks and the Asset Forfeiture Unit to pursue suspects under the Prevention and Combating of Corrupt Activities Act (PRECCA) and the Prevention of Organised Crime Act (POCA).

Decongesting OR Tambo for Travelers
Beyond security, the BMA is addressing passenger congestion. Dr. Masiapato announced that following a meeting with Airports Company South Africa (ACSA) leadership, a domestic screening area will be temporarily converted for international security screening during peak periods. This measure, slated for implementation before the end of October, aims to prevent travelers from being left behind by their flights due to long queues at immigration and security.

Organized labor also participated in the engagement, advocating for fair remuneration alongside strict accountability. Authorities maintain that this unified, multi-agency approach is essential to protecting the integrity of South Africa’s borders and ensuring that those who exploit the system face severe consequences.
