Kiharu MP and People’s Party of Kenya (PPK) leader Ndindi Nyoro has dismissed efforts by the current government to claim credit for Dangote’s oil refinery investment in Kenya, saying the project was enabled by work completed by earlier administrations.
Speaking at the PPK party headquarters on Monday, September 28, 2026, Nyoro said Kenya should acknowledge the role of previous governments in building the infrastructure that encouraged major investors to consider the country.
Nyoro said Kenyans should welcome investors such as Nigerian billionaire Aliko Dangote, arguing that such investments support industrialization and create jobs.
“Na tunaheshimu wawekezaji wote. Kwa sababu gani? Wanaweka viwanda, inaajiri Wakenya. Dangote refinery is a very good idea,” Nyoro said.
However, Nyoro rejected claims that President William Ruto’s administration was solely responsible for bringing Dangote’s investment to Kenya.
“And we must know, si Ruto wameleta Dangote Kenya. It is the investment of our country in the previous years that have brought Dangote here in Kenya,” he said.

Nyoro pointed to infrastructure developed in Lamu by earlier administrations, arguing that the current government inherited the facilities that now provide a base for new investments. He said Ruto’s administration did not build the port infrastructure in the county.
“Si Ruto wamejenga hili port huko Lamu. It is not Ruto who built the infrastructure in Lamu. It is the other government,” he added.
He said successive governments had all played a role in laying the groundwork that made it possible for companies such as Dangote to consider investing in Kenya.
Nyoro called on Kenyans to recognize the contribution of both the current and previous administrations in building the country’s infrastructure and creating an environment that attracts investors.
“And therefore the current generation and the previous generations wamechangia kwa kuweka misingi ya kampuni kama Dangote kuja kuwekeza hapa Kenya,” he said.
He also welcomed Dangote and other investors, urging Kenya to continue supporting projects that develop industries and create employment opportunities.
The remarks come ahead of the planned launch of the oil refinery on September 30, 2026. Dangote is expected to arrive in Kenya on Tuesday, September 28, 2026 ahead of the event, while the machinery needed for extraction is already docking along the Kenyan coast.
