Neglected Johannesburg Parks Spark Community Concerns Ahead of 2026 Local Government Elections

JOHANNESBURG, Gauteng — With the 2026 Local Government Elections just weeks away, neglected Johannesburg parks and failing recreational facilities have become a focal point for residents demanding improved urban living conditions. The deteriorating state of these public spaces has sparked a broader debate on municipal priorities and the vital role of urban planning in community well-being.

Residents Forced to Take Over Maintenance

Local residents report that the upkeep of community spaces has become “pathetic,” forcing them to step in and maintain areas meant to serve the public. A local sports team, which uses the facilities every weekend, highlighted the severe lack of municipal support. The team now independently replaces nets, clears overgrown vegetation, and cuts the grass to ensure the area remains usable for everyone.

Other pressing issues include widespread litter and hazardous vegetation. Residents noted that massive eucalyptus branches frequently fall onto walking paths, creating safety hazards. Furthermore, they claim that City Parks and Zoo management only dispatches crews every few months, leaving the grass knee-high by the time maintenance finally occurs. While residents joke about broader service delivery failures regarding water and electricity, they emphasize that the neglect of everyday maintenance tasks is deeply saddening.

Experts Call for a Shift to “Social Infrastructure”

The issue extends beyond mere aesthetics and recreation. Dr. Jan Hugo, a Senior Lecturer in Architecture at the University of Pretoria, argues that public spaces must be viewed as critical “social infrastructure” rather than just leisure amenities.

According to Dr. Hugo, these spaces are essential for social cohesion, allowing individuals of different races, classes, and ages to cohabitate and engage with one another. He stresses that municipalities need to rethink how they classify and budget for these areas. Defining public spaces as social infrastructure is crucial for preparing communities to handle the impacts of climate change and extreme weather events.

Dr. Hugo also clarified that public spaces encompass more than just parks; they include libraries, schools, community centers, and other publicly owned facilities. While community involvement is valuable, he warned that the responsibility for maintenance cannot be entirely shifted onto residents.

“The cities must be able to allocate budgets for this and then also use manpower to start maintaining it,” Dr. Hugo explained. He noted that successful spaces rely on a strong interrelationship and collaboration between the community and the city, rather than relying on residents to fill municipal gaps.

Political Focus on Safe, Functional Communities

The deterioration of public spaces has also become a key talking point in the political arena leading up to the elections. Political parties, including the ANC and the GOOD Party, have emphasized the necessity of safe, functional social spaces to build communities where people can live, work, and raise children.

Advocates and political representatives argue that true safety goes beyond the deployment of police and soldiers. It requires addressing the fundamental conditions in which people live. This includes providing decent housing, well-lit streets, maintained sports fields, safe parks for children, and open community centers that offer skills and recreational programs, alongside genuine employment opportunities.

As the 2026 Local Government Elections approach, the conversation in the city has shifted toward what municipalities will prioritize. The central challenge remains whether local government and communities can forge a collaborative partnership to restore and maintain the public spaces that form the backbone of social life.
