Zimbabweans working in the United Kingdom on sponsored jobs have been given a major new protection if they are formally recognised as victims of modern slavery.
The change could be particularly significant for Zimbabwean care workers who travelled to the UK through the sponsorship system, commonly referring to themselves as CoS holders. CoS stands for Certificate of Sponsorship, an electronic record assigned by an approved UK employer that allows a worker to apply for a work visa.
The new rules mean eligible workers who are formally recognised as victims of modern slavery will no longer be tied to their sponsoring employer for the remainder of their existing visa. They will be able to work for another employer instead.
The Guardian first reported the development on 3 September 2026, describing it as a visa reprieve for care workers and others escaping modern slavery.
Under the previous Skilled Worker arrangements, a person’s immigration permission was connected to the sponsored job.
This created a difficult situation for workers facing exploitation. Leaving an employer could mean losing the job attached to their sponsorship and potentially creating immigration problems if another sponsor could not be found quickly.
The UK Home Office has now changed that position for people formally identified as victims of modern slavery.
A positive “conclusive grounds” decision through the UK’s National Referral Mechanism is required. This is the system used by UK authorities to identify and support potential victims of modern slavery and human trafficking.
Once that recognition has been made, the worker can take employment with any employer for the remaining period of their existing immigration permission.
That distinction is important.
The change does not mean every CoS worker can simply leave their sponsored job and work anywhere without following immigration rules. The protection is specifically linked to workers who have been formally recognised as victims of modern slavery.
For Zimbabweans who have invested significant amounts of money travelling to Britain for work, the distinction could be particularly important when dealing with an employer who is accused of exploitation.
The UK introduced the employer-linked sponsorship system to bring in workers to fill labour shortages.
Care work became one of the major routes used by overseas workers. Zimbabweans have also been among the international workers who have travelled to Britain for employment in the sector.
However, the UK has since tightened its care-worker immigration rules. From 22 July 2025, employers could no longer sponsor care workers applying from outside the UK under the usual care-worker route. New sponsorship for care workers and senior care workers is now subject to additional requirements, including that the worker must already be in the UK in qualifying circumstances.
This means the new protection is arriving after a major shift in the route that previously allowed overseas care workers to enter Britain.
The Guardian reported that 111,000 Skilled Worker visas were granted in the year referenced by its report, a substantial fall from the peak recorded in the year ending December 2023. The publication linked the decline partly to the stopping of new overseas care-worker applications after July 2025.
For existing Zimbabwean workers already in Britain, however, the new modern-slavery protection deals with a different issue: what happens when the employer connected to their immigration status becomes the source of the problem.
The announcement also comes amid a wider crackdown on employers sponsoring migrant workers.
The Guardian reported that more than 6,600 sponsors had lost their licences since Labour came to power. More than 4,400 of those licence removals happened in the year to June 2026, representing a 140% increase on the previous year.
Modern slavery can take different forms. The Guardian reported examples including withheld wages, intimidation, threats, controlled movement, confiscation of passports and abusive working or living conditions.
Where authorities identify evidence of criminality, sponsors can be referred to the police.
Migration and Citizenship Minister Jo White said the government did not want immigration status to prevent victims from leaving abusive workplaces.
“No victim of modern slavery should be trapped with an exploitative employer because of their immigration status,” White said.
She added that the government was also taking action against employers responsible for exploitation.
The Salvation Army also welcomed the change. Its deputy director of anti-trafficking and modern slavery, Maj Heather Grinsted, said allowing survivors to work for another sponsor for the rest of their visa was an important way of helping them rebuild their lives.
For Zimbabweans in Britain, the key point is that having a CoS does not itself provide this new protection.
The protection applies where a worker has gone through the appropriate process and receives an official finding that they are a victim of modern slavery.
That could cover workers in care, hospitality and other sectors where sponsored employment has been used.
The wider UK immigration system is also being changed to make it easier for sponsored workers to change employers, according to the government.
The immediate rule change therefore provides a specific route for recognised victims to escape an abusive employer without automatically being forced to abandon the remainder of their UK visa.
For Zimbabweans considering UK employment, it also highlights why understanding the difference between a CoS, a Skilled Worker visa and the conditions attached to that visa matters before accepting a job.
The Guardian’s report shows that the UK is tightening action against employers while also changing protections for vulnerable sponsored workers. For Zimbabwean CoS workers already in Britain, the most important detail is simple: those formally recognised as modern-slavery victims can now have greater freedom to leave an exploitative sponsor without losing the remaining period of their visa.
