Morocco’s Party of Progress and Socialism said its 2026 election program would require MAD 575 billion in additional spending over five years while generating MAD 622 billion in new revenue.
PPS Secretary-General Mohamed Nabil Benabdallah presented the figures Wednesday during a news conference introducing the party’s proposed government program.
Benabdallah said the projected revenue would exceed the additional expenditure by about MAD 47 billion over five years. The figures represent spending and resources beyond those included through the end of the 2026 budget, he added.
The party says each proposed measure has a specified cost, source of financing and implementation deadline. However, details explaining how the MAD 622 billion in additional revenue would be raised were not provided in the remarks.
The program is organized around four areas: human development, economic and environmental policy, democratic governance, and political reform.
Benabdallah described the platform as a practical response to what he called the outgoing government’s failure to address social discontent and institutional problems.
He cited protests and disputes involving teachers, medical students, lawyers, journalists, unions and businesses, as well as poverty and young Moroccans’ desire to emigrate.
The PPS leader said Morocco faces four main challenges: a troubling social situation, an ethical crisis in politics, international instability and the accelerating effects of climate change and natural disasters.
Benabdallah criticized what he described as deteriorating political standards in recent weeks, accusing political actors of allowing populism, conflicts of interest and unethical practices to displace ideas and policy programs.
“Politics is ethics, but it is also ideas and programs before anything else,” he said.
The party will require all its candidates in the legislative elections to sign an ethics document, Benabdallah said, without detailing its enforcement provisions or possible sanctions for violations.
The PPS is campaigning as an opposition party and says the next government should strengthen democratic governance, ethical conduct in public office and accountability while responding to mounting social pressures.
