Mozambique's CTA appoints Aly Lalgy to Gapi's board, signaling increased private-sector involvement in the development finance institution.
Aly Lalgy is the new administrator at Gapi, appointed by the Confederation of Economic Associations of Mozambique (CTA). The business-sector organisation is one of Gapi’s shareholders and is entitled to a seat on the Board of Directors.
A Mozambican businessman, Aly Lalgy is involved in the transport sector and brings to GAPI’s Board accumulated experience in the private sector, particularly in an area that is strategic for economic development and for stimulating business activity in the country.
With this appointment, the CTA has signalled the strengthening of private-sector participation in Gapi, which already includes a group of private investors (GapiGest), civil society organisations (FDC and the Red Cross), the State, through IGEPE, and managers, technicians and workers, through the Amutzi company.
The appointment of businessman Lalgy comes at a time when Gapi is in the final stages of updating its strategy and, simultaneously, at the start of a process to increase the State’s stake in this development finance institution.

On the occasion of Gapi’s 35th anniversary, President Daniel Chapo said that Gapi established in 1990, has played the role of an institution of public interest, intervening over the decades in several programmes of strategic importance for more inclusive development in Mozambique.
On 21 May, Gapi’s Board of Directors held a workshop attended by its shareholders, managers and national and international experts in impact economics and development finance to discuss the institution’s main strategic concepts. At the event, an “integrated model that acts simultaneously on the supply of finance and the quality of demand” was proposed. “The engine of this strategy is the combination of Capacity Development Funds (CDFs) — which prepare and structure MSMEs — with Productive Finance (PF) — which finances them and supports them throughout their growth. This blended finance model is unique in the Mozambican context and constitutes Gapi-SI’s central value proposition.”
Over the past four years, the CTA was represented on Gapi’s Board of Directors by Jeremias Sitoe. Last week, Gapi’s senior managers praised the contribution made by this administrator, particularly in financial matters.
