To support the initiative, authorities created a dedicated help team and partnered with teacher-led Savings and Credit Co-operative Societies (SACCOs) to develop tailored financing plans aligned with teacher incomes.
Broader Teacher Welfare Initiatives
The housing commitment forms part of a wider government strategy to expand welfare services, healthcare access, and financial security for educators nationwide.
According to the government, healthcare accessibility for teachers reportedly saw significant expansion, with inpatient facility options growing from approximately 900 locations to 3,871 across national, county, faith-based, and private networks.
“The results speak for themselves. Your inpatient access rate has doubled, from seven per cent to 14 per cent. It is now on par with that of other civil servants,” Ruto said.
Salary Increases and Pension System Upgrades
On remuneration, the government confirmed ongoing execution of the multi-phase Collective Bargaining Agreement (CBA) negotiated between the TSC and teacher unions. Following earlier pay adjustments, the 2026–2027 national budget allocates an additional Sh8.1 billion to keep scheduled salary increases on track.
“We have doubled the teacher promotion budget from KSh1 billion to KSh2 billion and will increase promotions from 34,016 already advertised to 50,000, the largest exercise in a single year,” Ruto said.
The president also addressed long-standing delays in pension distribution. On July 1, 2026, the TSC and the National Treasury reportedly began rolling out the Pension Management Information System to digitalize employment records.
“The agencies responsible have assured me that within three months, we will be able to pay a teacher’s retirement benefits within 10 days of retirement,” Ruto said.
