Vision 2030: Are we still walking the road our founding father Nujoma envisioned?

On 16 December 1994, Namibia was still a young republic, barely four years into independence, facing the enormous task of transforming political freedom into a functioning nation.

The establishment of the National Planning Commission during that formative period therefore represented more than the creation of another government institution.

It reflected a fundamental philosophy of the founding generation that independence had to be followed by deliberate national development.

The concern was no longer simply how to govern Namibia but it was how to build Namibia.

That distinction matters today.

More than three decades later, Namibia has accumulated national development plans, strategies, programmes, frameworks and institutions.

We have spoken repeatedly about industrialisation, economic diversification, human development, employment, equality, beneficiation and prosperity.

But as 2030 approaches, we should pause and ask a question that is both historical and profoundly contemporary; are we still walking towards the destination envisioned by the founding generation, or have we gradually changed the meaning of development while continuing to use the language of the original vision?

This is not an invitation to romanticise 1994 nor is it an argument that everything Namibia has done since independence has failed.

Far from it, Namibia has built institutions, infrastructure, diplomatic standing and democratic continuity. Millions of lives have been transformed in ways that should not be dismissed.

But national development should never be judged only by what has been achieved.

It must also be judged against what the nation said it wanted to become.

That is where the legacy of the founding father President Sam Nujoma becomes important.

In January 1998, founding father Nujoma challenged his Cabinet to be clear about three fundamental concerns being where we are, where we want to go from here, and over what timeframe.

He called for a vision that would guide deliberate efforts to improve the quality of life of Namibians to the level of people in the developed world by 2030.

Those words deserve to be read again in 2026.

Because the timeframe is no longer distant.

We are approaching the destination and that changes the concerns.

In 1998, Vision 2030 was a declaration about the future.

Today, it is becoming a scorecard for the present.

The vision was bigger than a document

One of the mistakes we can make is to reduce Vision 2030 to a government publication.

The original process was considerably more ambitious.

The National Planning Commission consulted regions, government institutions, civil society, private sector interests and communities. A National Aspirations Conference was held.

Research teams examined inequality, human resources, macroeconomic issues, natural resources, technology, health, political stability and the external environment.

In other words, the founding vision was not supposed to belong exclusively to the government.

It was supposed to become a national project.

That distinction is critical.

A national vision cannot succeed simply because the Cabinet approves it.

It succeeds when institutions, businesses, communities, educators, workers and citizens understand their place within it.

This was the deeper significance of national planning.

Namibia deliberately adopted planning as a means of directing and coordinating development towards a common objective of improving the standard of living of its people.

NDP1 demonstrated this philosophy. The first development plan, covering 1995/96 to 1999/2000, was developed through extensive consultation and placed economic diversification at the centre of the country’s medium term development strategy.

It also established progress reporting and evaluation mechanisms intended to enforce accountability and discipline in implementation.

This is where today’s Namibia must look honestly into the mirror.

The plan survives. But does the philosophy?

Institutionally, there is continuity.

NDP6 continues the national planning tradition. It identifies economic diversification, structural transformation, value addition and natural resource beneficiation as central priorities.

It also focuses on wealth creation, equality, employment, human development, environmental sustainability and effective governance.

So it would be intellectually lazy to say Namibia abandoned founding father Nujoma’s vision.

The more difficult argument is that the architecture of the vision has survived, but the country must demonstrate that its economic choices still reflect the philosophy behind that architecture.

This is the real debate that for decades, Namibia has spoken about industrialisation.

Yet our economy remains heavily dependent on primary commodities and external markets.

We speak about beneficiation.

But the strategic question remains, how much value, technology, intellectual property and productive capacity remain in Namibia after our resources leave the ground?

We celebrate investment but investment is a means, not the destination.

We celebrate exports but exports alone do not prove transformation.

We celebrate economic growth but GDP growth does not automatically produce economic sovereignty.

A country can become richer without becoming more economically independent.

That is an uncomfortable lesson.

From resource wealth to national capability

Namibia is entering a potentially historic period.

Oil and gas, critical minerals, green hydrogen, renewable energy and logistics are creating opportunities that were largely unimaginable in the early years of independence.

But opportunities can produce two very different futures.

One possibility is that Namibia becomes increasingly attractive as a location where international capital extracts resources and exports value.

The other is that Namibia uses those resources to build domestic productive capability.

The distinction is enormous.

If oil creates a Namibian petroleum-services industry, engineering capability, technical skills, research institutions and local industrial suppliers, then the resource is helping to build Namibia.

If it simply generates revenue and exports while technology and high-value services remain elsewhere, the resource may enrich the economy without transforming it.

The same principle applies to minerals.

The concern should not merely be how much lithium, uranium, copper or other minerals can Namibia export?

It should also be what capabilities can Namibia build because it possesses these resources?

That is the language of sovereignty.

A truly sovereign resource policy should leave behind more than depleted deposits.

It should leave behind skills, companies, technology, infrastructure, research, capital and ownership.

That is how resources become national development.

The human question

There is another measure by which Vision 2030 must be judged; the Namibian human being.

The founding vision was ultimately about improving the quality of life.

Therefore, the success of national planning cannot be measured primarily through government reports.

It must be visible in the lives of citizens.

Can a young Namibian find meaningful employment?

Can a skilled artisan build a career without leaving the country?

Can a local entrepreneur grow from a small supplier into an industrial company?

Can Namibian universities and vocational institutions produce the engineers, technicians, scientists and entrepreneurs required by the emerging economy?

Can citizens participate in the wealth generated from their country’s natural resources?

Can the government deliver services with the competence expected from a modern state?

These are not peripheral questions.

They are the tests of Vision 2030.

Planning without execution is political literature

This is perhaps where Namibia must become most demanding of itself.

NDP1 understood the importance of monitoring, progress reporting and accountability. Today, NDP6 again places strong emphasis on implementation, monitoring and evaluation, including an Implementation, Monitoring and Evaluation Plan and reporting mechanisms.

That is encouraging but the existence of a monitoring system does not automatically create performance.

The real question is whether failure to deliver produces consequences.

A national plan should not become an annual collection of explanations.

If targets are missed, somebody must be able to explain why.

If money is allocated but outcomes are not delivered, institutions must be held accountable.

If a programme repeatedly fails, the government must have the courage to change it.

If national priorities change, the government must explain why.

Otherwise planning becomes ceremonial and Namibia does not need more ceremonial planning.

It needs developmental discipline.

The founding father’s concern returns

This is why our founding father Nujoma’s 1998 concern has become relevant again.

Where are we?

Namibia can answer that.

We are a sovereign constitutional democracy with enormous natural assets, considerable infrastructure, important institutions and new economic opportunities.

Where do we want to go?

We have also answered that.

Vision 2030 and successive national development plans have provided the broad destination.

But the third question is the one that demands our attention: what are we actually doing to get there?

That is where the national conversation must become more honest.

The NPC itself describes NDP6 as the final plan in the series aimed at achieving Vision 2030.

Therefore, 2030 should not merely be the year when we close a planning cycle.

It should be the year when Namibia asks whether the promise embedded in that cycle has materially changed the country.

And if the answer is incomplete, we must have the courage to say so.

Not to dishonour the founding generation.

Quite the opposite.

To take its vision seriously.

The real legacy of founding father Nujoma

The greatest tribute to the founding father Nujoma’s development vision would not be another monument, ceremony or commemorative speech.

It would be a Namibia capable of answering his concerns with evidence.

A Namibia that knows where it stands.

A Namibia that knows where it is going.

A Namibia that has the institutional discipline to connect today’s decisions with tomorrow’s national interest.

The founding generation secured political independence.

The responsibility of the present generation is to deepen that independence through economic capability, human development and institutional strength.

This is why the debate about Vision 2030 should not be reduced to whether targets have been ticked off.

The deeper issue is what kind of country we are becoming.

Are we building an economy that produces?

Are we creating citizens who possess skills and opportunities?

Are we converting natural wealth into lasting national capability?

Are our institutions stronger than personalities?

Are our development decisions driven by long term national interest rather than short term political convenience?

And when the last major development plan of the Vision 2030 era is completed, will we have built the Namibia that the founding generation imagined or merely produced another generation of plans?

The signpost still says Vision 2030.

But a signpost does not move a country.

People do, institutions do, political courage does, strategic discipline does and ultimately, national consciousness does.

Founding father Nujoma asked Namibia where it was, where it wanted to go and over what timeframe.

The timeframe is almost here.

Therefore, the question before today’s leaders is no longer simply what is our vision?

But it is; have we remained faithful to it?

And perhaps the most important question of all:

When 2030 arrives, what Namibia will we be able to hand to the generation that comes after us? Indeed, are we still walking the talk and the road our founding father envisioned?
