DVLA generates over GH¢27m from temporary vehicle stickers in nine months

The Driver and Vehicle Licensing Authority (DVLA) generated more than GH¢27 million from temporary vehicle registration stickers between January and September 2026, exceeding the GH¢22 million recorded for the whole of 2025.

The authority’s Chief Executive Officer, Julius Neequaye Kotey, attributed the increase to reforms introduced to address revenue leakages in the sale and distribution of dealer plates (DP) at Ghana’s ports of entry.

Speaking at the Government Accountability Series on Monday, October 12, 2026, Mr Kotey said the DVLA had replaced aluminium DP plates with tamper-proof digital stickers and introduced a system requiring every vehicle to obtain a sticker before leaving the port.

He said the reforms had improved revenue collection, with the authority recording a steady increase in proceeds from the issuance of the temporary registration stickers.

“Putting the numbers into proper context, the revenue associated with this DP issuance is as follows. In the entire year 2024, the government DVLA issued 76,312 DP plates, and that gave us revenue of GHC 15 million,” he said.

“In 2025, we issued 111,101 stickers, and that gave us revenue of 22 million. In 2026, from January to September alone, we have done 134,000 DP stickers, and that has given us in excess of 27 million. So it is factual that revenue is on the increase,” he added.

The figures show that revenue from the issuance of DP plates and stickers increased from GH¢15 million in 2024 to GH¢22 million in 2025 before surpassing GH¢27 million in the first nine months of 2026.

The number of stickers issued also rose from 111,101 in 2025 to 134,000 between January and September 2026.

Mr Kotey said the reforms were implemented after the authority identified significant revenue leakages under the previous system of distributing aluminium DP plates at the ports.

“Upon assumption of office, we immediately replaced the aluminum plates with tamper-proof digital stickers,” he said.

He explained that the new arrangement was intended to strengthen accountability and ensure that revenue generated from the issuance of temporary vehicle registration stickers was properly captured and paid to the government.

According to him, the changes had helped plug the leakages and improve the authority’s revenue mobilisation.

However, Mr Kotey did not disclose the estimated amount lost under the previous system or provide a detailed breakdown of the specific revenue leakages identified at the ports.
