The global race for artificial intelligence has definitively transcended mere innovation, escalating into a high-stakes battle for Africa’s national survival. As foreign technology giants aggressively hoard computing power and dictate algorithmic standards, African nations face a rapidly closing window to secure their digital independence.
West Africa stands at the precipice of a monumental technological shift, facing an uncompromising choice: build sovereign artificial intelligence capabilities or remain perpetually tethered to foreign tech infrastructure. Relying on outsourced intelligence and external data centres is a dangerous gamble that leaves critical national assets vulnerable to foreign manipulation.
This urgent reality dominated the GITEX Nigeria: Government Leadership and AI Summit in Abuja. Delivering a sobering assessment of the continent’s trajectory, the Director-General of the National Information Technology Development Agency (NITDA), Kashifu Inuwa Abdullahi, laid down a clear gauntlet for digital self-determination.
“We missed the 4th industrial revolution; we mustn’t miss the AI revolution,” Inuwa declared to a room of senior government officials, lawmakers, and industry executives.
Addressing key policymakers, including the Chairman of the Senate Committee on ICT and Cybersecurity, Senator Shuaib Afolabi Salisu, the NITDA chief warned that artificial intelligence can no longer be viewed as a passing tech fad. Instead, it must be treated as essential sovereign infrastructure capable of building intelligence about the Nigerian economy, security apparatus, and citizenry.
The risks of inaction, Inuwa stressed, go straight to the heart of national sovereignty. When the algorithms shaping financial access, national security, and healthcare diagnostics are designed entirely in foreign jurisdictions, African institutions surrender their autonomy.
“Whosoever controls the AI can hold us hostage,” Inuwa warned. “If I control the system that manages all of this, I can control where you focus your attention, I can control your wealth, I can control your economy, and I can control everything about you.”
To break this cycle, the conversation must start with the raw fuel powering modern models: data. Rejecting the notion that machine learning models possess inherent bias on their own, the NITDA boss placed the blame directly on foreign training pipelines.
“AI is not biased; it’s the training data that’s biased,” he argued. “If we want AI that will serve us, we need to train it with our data.”
This demand for indigenous data governance and algorithmic control received strong backing from the Presidency. Delivering the keynote address on behalf of the Secretary to the Government of the Federation (SGF), Senator George Akume, his representative reinforced the administration’s resolve to transition Nigeria from a market of passive consumers into a powerhouse of digital producers.
“Nigeria must move from merely being consumers of technology to being builders, producers, and exporters of digital solutions and artificial intelligence,” the SGF stated, adding that “the future of governance, economic competitiveness, and public service delivery will be digital.”
The SGF’s address detailed concrete policy strides already underway to anchor this digital sovereignty. Key among them is the newly unveiled National Digital Cloud Policy, which aims to attract $750 million in private sector investment into domestic cloud and data infrastructure over the next 24 months.
Backing this policy push is Galaxy Backbone (GBB), the federal digital infrastructure company operating Tier III and Tier IV certified data centres alongside a nationwide sovereign cloud platform. Operating under a recent presidential mandate that designated telecommunications and digital infrastructure as Critical National Infrastructure (CNI), GBB is expanding its role as the digital backbone for ministries, departments, and agencies.
These domestic data efforts are tethered directly to physical connectivity. The Federal Government is currently executing Project BRIDGE, a landmark project deploying 90,000 kilometres of fibre-optic cable nationwide alongside roughly 3,700 telecom towers to bring over 20 million unserved citizens online.
On the human capital front, the Federal Ministry of Communications, Innovation and Digital Economy’s Three Million Technical Talents (3MTT) initiative has already drawn over 1.8 million applications across all 774 local government areas, training over 105,000 fellows in artificial intelligence, cloud computing, cybersecurity, and software engineering.
Yet, as both NITDA and the Presidency emphasised, physical infrastructure and talent pipelines only solve half the equation. The broader challenge is developing indigenous foundational models rather than simply wrapping thin interfaces around foreign Application Programming Interfaces (APIs).
With Africa projected to capture a substantial slice of the multi-trillion-dollar global AI economy over the coming decade, Nigeria’s leaders are betting that sovereignty over the entire technology stack, from subsea cables and domestic data centres to local datasets, is the only way to ensure the continent writes its own digital future.
