Egyptian Prime Minister Mostafa Madbouly arrived in Angola on Saturday to join African heads of state and government at an extraordinary African Union summit focused on strengthening mechanisms for conflict prevention and resolution across the continent.
Madbouly departed from Cairo International Airport for Luanda to participate on behalf of President Abdel Fattah Al-Sisi in the 21st Extraordinary Session of the Assembly of the African Union. He is scheduled to deliver a speech addressing priority files on the continental agenda, including achieving peace and security, advancing conflict settlement, supporting stability in conflict-affected states, and post-conflict reconstruction and development—a portfolio to which Egypt gives special attention within the AU.
The Egyptian prime minister will also hold several bilateral meetings on the sidelines of the summit to discuss regional challenges, support peace and security, enhance economic integration, and build partnerships for joint projects. Egypt noted that its high-level participation reflects its commitment to playing a pivotal and strategic role alongside continental partners.
The summit, convened under the leadership of Angolan President João Manuel Gonçalves Lourenço, the AU Champion for Peace and Reconciliation in Africa, follows the 26th Extraordinary Session of the Executive Council. Opening the proceedings, AU Commission Chairperson Mahmoud Ali Youssouf declared that financing Africa’s peace agenda and the goal of silencing the guns by 2030 can no longer depend primarily on external resources.
Youssouf warned that Africa’s peace and security environment faces increasingly complex challenges, ranging from the expansion of terrorism and violent extremism to internal crises, interstate tensions, and external shocks.

“Are we equipped to confront these challenges with the strategies, mechanisms & resources currently available? Is the African Peace and Security Architecture adapted to these circumstances?” Youssouf asked attendees, stressing that if not, the continent must urgently advance reforms.
To fund its security priorities, Youssouf called for a strengthened AU Peace Fund and renewed support for United Nations Security Council Resolution 2719, adding that “political will remains the cornerstone of our collective efforts.”
The AU Commission Chairperson urged stronger prevention and early warning systems, including high-level political engagement at the earliest signs of crisis, as well as better coordination between the AU Commission, the Peace and Security Council, member states, and Regional Economic Communities.
Advocating for a holistic approach to combating terrorism, Youssouf noted that “a purely security-based response has shown its limitations.” He underlined that firmness against unconstitutional changes of government must remain essential while going hand in hand with dialogue.
The gathering provides an opportunity for heads of state and government to undertake a strategic assessment of existing continental mechanisms, reaffirming African ownership of governance, peace, and security agendas, alongside adherence to the principles of the AU Constitutive Act. Youssouf concluded that the way forward must be guided by prevention, coordination, sustainable financing, accountability, and effective monitoring, noting that greater vigilance and solidarity are essential as Africa navigates an increasingly turbulent geopolitical environment.
