Are Ruto's KDF-led mega projects a mastermind?

As Kenya marks Kenya Defence Forces Day (KDF Day), attention is turning to the military’s growing role in national development, beyond its traditional mandate of defending the country against external aggression.

When President William Ruto took office in 2022, Kenyans expected his administration to turn ambitious development promises in the manifesto into tangible results. Delivering major infrastructure projects, however, came with challenges, including delays and implementation hurdles.

In the months that followed, the government increasingly turned to the military’s engineering expertise to manage and deliver selected strategic projects, an approach that could become a defining feature of Kenya’s infrastructure drive.

One of the most visible examples is Talanta Sports City in Nairobi, which is emerging as a major landmark on the capital’s skyline. The project is intended to strengthen Kenya’s sporting infrastructure and support the growth of the sports economy.

The Ministry of Defence was assigned responsibility for the project, with Kenya Defence Forces personnel bringing together a range of expertise required to deliver a mega stadium. This includes architectural design, civil, structural, electrical and mechanical engineering, project planning and management, construction supervision, procurement, health and safety, and quality assurance.

Their role also includes monitoring the contractor’s work, verifying compliance with approved designs and construction standards, addressing defects and coordinating activities to keep the project on schedule and aligned with the President’s delivery timelines.

The stadium has become a prominent example of the military’s role beyond its traditional security mandate. The approach extends to other infrastructure projects, including stadium developments in Wajir and other parts of the country. The government has also involved military expertise in selected road, education and health infrastructure projects, reflecting a broader effort to mobilise public-sector capacity for national development.

Another major project attracting attention is the proposed 4,000-bed multi-specialty Moi Teaching and Referral Hospital (MTRH) in Kiplombe, Uasin Gishu County. The facility is intended to expand specialised healthcare capacity and strengthen the region’s role in medical services.

The Bomas International Convention Complex (BICC) is another strategic development associated with the country’s wider infrastructure ambitions. Together, these projects illustrate the scale of investment directed towards sports, healthcare, transport and public facilities.

Kenya's military- led construction brings together technical expertise, coordinated planning and disciplined project management. As Kenya marks KDF Day, the military’s contribution to development will be measured by project quality, costs, delivery timelines and benefits to the public.
