DCI Fires Back at KTN, Standard Over Uganda Vote Claims

The Directorate of Criminal Investigations (DCI) has strongly rejected recent investigative reports published by The Standard and broadcast by KTN News alleging cross-border voter smuggling and the unlawful registration of Ugandan nationals as Kenyan voters ahead of the 2027 General Elections.

In a formal statement issued on Monday, September 28, 2026, the DCI denied allegations linking one of its detectives to an investigation involving intercepted Independent Electoral and Boundaries Commission (IEBC) voter registration materials near the Kenya-Uganda border.

The investigative report by KTN News and The Standard alleged that Ugandan citizens were acquiring Kenyan national identity cards and subsequently enlisting in the voter register. The media outlets further claimed that official IEBC equipment, including Kenya Integrated Election Management System (KIEMS) kits, was illegally transported across the border into Trans Nzoia County to facilitate foreign registration.

According to the exposé, a local DCI detective intercepted the movement of the registration gear but was instructed to abandon the case under threat of disciplinary relocation, ultimately leading to the detective’s transfer to DCI Headquarters in Nairobi.

The law enforcement agency countered these claims, stating that no such incident or disciplinary transfer took place:

“There is no such officer, no such arrest as portrayed and no such transfer linked to any electoral investigation as described in the report. The publication is therefore misleading,” the DCI stated.

IEBC Response

The Directorate voiced concern over the timing of the broadcast as preliminary preparations for the 2027 General Elections get underway. The agency also faulted the news outlets for failing to request an official right of reply prior to airing the report.

The DCI’s statement follows a similar rebuttal issued by the IEBC. The electoral agency dismissed the claims of illegal cross-border voter registration and equipment movement, noting that no political party, organization, or individual has provided concrete evidence substantiating the allegations.

The IEBC clarified that KIEMS kits utilized during the Continuous Voter Registration (CVR) exercise were systematically secured at police stations and local IEBC offices before being returned to central storage facilities.

The DCI announced that it will formally raise the matter with media regulatory entities, including the Media Council of Kenya, while upholding constitutional guarantees of press freedom.
