Liberia: MCSS Students Storm Capitol Hill, Petition House Over Teacher Crisis and ‘Administrative Lapses’

MONROVIA — Frustrated by prolonged school disruptions, students of the Monrovia Consolidated School System (MCSS) on Tuesday took their grievances to Capitol Hill, demanding urgent government intervention in the crisis affecting their teachers and schools.

Chanting, “We want to learn too,” the students petitioned the House of Representatives to enforce the implementation of a March 27 agreement between the government and MCSS, investigate allegations of intimidation and administrative interference, and increase funding for public schools.

The protest came as a 24-hour ultimatum issued by the Monrovia Consolidated School System Students Union (MCSS-SU) expired on October 20. Hours after the demonstration, the government announced that 201 outstanding volunteer teachers would be enrolled on the national payroll effective October 2026 and that eligible teachers would receive retroactive salaries following the October salary payment.

The government’s announcement marks a response to one of the central grievances underlying the dispute, but questions remain over the implementation of the agreement, outstanding teacher welfare concerns, and the broader administrative problems students say continue to disrupt their education.

Students Take Grievances to Capitol Hill

Thousands of students gathered between the University of Liberia and the Capitol Building, where lawmakers were conducting legislative business, to draw attention to the prolonged challenges confronting the public school system.

The demonstration, which lasted more than two hours, was organized under the banner of the MCSS Students Union. The students said unresolved teacher welfare issues and administrative disputes had deprived them of valuable instructional time.

In a formal petition signed at William V. S. Tubman High School on 12th Street, the union outlined four major demands and warned that it would proceed with peaceful protest action if authorities failed to respond.

The petition was received by several lawmakers, including Nimba County District No. 2 Representative Nyan Flomo, Montserrado County District No. 8 Representative Prince A. Toles, who chairs the House Committee on Claims and Petitions; River Cess County District No. 2 Representative Steve Tequah, chairman of the House Committee on Youth and Sports; and Montserrado County District No. 4 Representative Michael Thomas.

The petition was ultimately handed to Representative Flomo after the students initially rejected presenting it to Representative Toles.

Following its receipt, the petition was read during Tuesday’s plenary session of the House and referred to the Committees on Education and Claims and Petitions. The committees were instructed to report back to the plenary within one week.

Students Demand Implementation of March Agreement

At the center of the students’ demands is the full implementation of the Memorandum of Understanding signed between the government and MCSS on March 27, 2026.

The union said unresolved teacher welfare issues under the agreement continue to threaten the delivery of education across public schools in Monrovia and its environs.

The students are calling on the government to fulfill its commitments, arguing that continued delays have placed an unfair burden on learners who depend on public education.

They warned that their patience should not be interpreted as acceptance of prolonged school disruptions.

“Our patience must not be mistaken for weakness, and our commitment to peace must not be used to justify continued inaction while students’ education remains at risk,” the union stated in its petition.

Union Seeks Dismissal of MCSS Official

The students are also demanding the dismissal of MCSS Assistant Superintendent Emmanuel Kyne Robertson, accusing him of inciting students, disrupting classes and threatening learners.

The petition further alleged that individuals had been sent to attack the president of the MCSS Students Union.

The union called for an investigation into the alleged incident and measures to protect student leaders from intimidation.

The allegations against Robertson have not been independently established in the information provided for this report. He should be given an opportunity to respond to the claims.

The union also accused some school administrators of involving students in personal, administrative and political disputes within the education system.

“Students must not be used as instruments to advance anyone’s personal, administrative, or political interests,” the petition stated.

The students called for greater respect for legitimate student leadership and urged authorities to resolve internal disagreements without disrupting classes or compromising students’ safety.

Budget Increase, Better School Facilities Demanded

Beyond the teacher crisis, the union is calling for an increase in the MCSS budget and greater transparency in the use of public education funds.

While acknowledging ongoing renovations at Boatswain Junior and Senior High School, G.W. Gibson Senior High School and Matilda Newport Junior High School, the students said numerous other schools continue to face poor infrastructure, inadequate classrooms, insufficient furniture and unsanitary conditions.

They argued that addressing teacher welfare alone would not resolve the challenges confronting public education without corresponding investments in school facilities and learning resources.

The union said its demands are intended to restore teaching and learning, protect students, strengthen accountability and improve conditions across the school system.

It formally notified authorities of its intention to organize peaceful protests if its concerns remain unresolved.

Government Moves to Enroll 201 Volunteer Teachers

Hours after the students’ demonstration, the Government of Liberia issued a statement acknowledging concerns raised by MCSS teachers over employment regularization, outstanding salaries and compensation adjustments.

The government said consultations involving the Ministry of Education, the Ministry of Finance and Development Planning, the Civil Service Agency and MCSS had resulted in a decision to enroll the remaining 201 volunteer teachers on the national payroll effective October 2026.

According to the statement, the affected teachers will receive their October salaries as formally employed government teachers, ending their volunteer status.

The decision will bring the total number of verified MCSS volunteer teachers enrolled on the national payroll to 409.

“The Government recognizes the teachers’ invaluable contributions to the country’s educational system and remains committed to addressing their concerns through concrete administrative decisions, responsible financial measures and reforms,” the statement said.

The government also announced that retroactive salaries owed to eligible teachers would be paid one week after the October salary payment, in accordance with their respective eligibility categories.

It described the decision as evidence of its commitment to fulfilling its obligations and ensuring that affected teachers receive their compensation.

Salary Adjustments Still Under Review

On demands for salary adjustments by currently employed MCSS teachers, the government said the concerns would be addressed through an ongoing government-wide salary structure reform.

According to the statement, the proposed reform is intended to correct existing salary disparities, promote fairness and equity, and establish a transparent and sustainable compensation system across the public service.

However, the government did not provide a specific implementation date for the broader salary reform in the statement.

It appealed to public school teachers to remain calm and return to their classrooms while the relevant institutions implement the agreed measures.

The government also urged MCSS students to remain in school and continue their academic activities without interruption, reaffirming its commitment to constructive engagement with teachers and strengthening the country’s education system.

Questions Remain Over Implementation

Although the government’s announcement addresses the employment status of the 201 outstanding volunteer teachers and provides for the settlement of eligible retroactive salaries, the broader dispute involves additional concerns raised by teachers, students and school administrators.

The students’ petition places responsibility on the government and education authorities to ensure that commitments are implemented and that administrative disagreements do not continue to deprive learners of classroom instruction.

The House committees’ one-week deadline to report back to plenary could provide an opportunity for lawmakers to examine the students’ allegations, assess the implementation of the March 27 agreement and determine what further action may be necessary.

For the students who took their demands to Capitol Hill, the immediate concern remains the restoration of uninterrupted teaching and learning.

Their message was direct: while government officials and school administrators negotiate over salaries, employment status and administrative control, students should not continue to pay the price through lost instructional time.
