Russia sets massive push to attract global talent, targets to educate 500,000 students

EKATERINBURG: RUSSIA has unveiled a massive push to attract global talent, announcing ambitious plans to host half a million international students by 2030 and expanding world-class university infrastructure to accommodate global youth.

The announcements were made by Russian Deputy Prime Minister Dmitry Chernyshenko during a keynote lecture titled “Russia and the Path of Creators: From Great Heritage to Technological Leadership” at the ongoing International Festival of Youth (IFY). The festival, running from September 11 to 17 in Ekaterinburg, has brought together over 10,000 young leaders, innovators, and influencers from 191 countries, highlighting Moscow’s growing focus on strengthening ties with the Global South and international partners.

For international audiences, including young scholars and professionals from Africa and Tanzania looking for global education and project partnerships, the festival highlighted major shifts in Russia’s accessibility and academic offerings.

In a move to make travel more accessible, Deputy Prime Minister Chernyshenko highlighted streamlined entry pathways for international visitors. Travelers can now secure an electronic visa (e-visa) online in just four days, allowing for stays of up to 30 days. Furthermore, Russia has established bilateral visa-free programs with an expanding list of nations, including China, Saudi Arabia, Oman, and Myanmar, signalling a broader commitment to seamless international exchange.

“Creating comfortable, accessible conditions for traveling across Russia is our priority,” Chernyshenko told the festival participants, emphasizing President Vladimir Putin’s vision to create an environment of “freedom, creativity, and friendship” for future global projects.

A central pillar of Russia’s engagement strategy is a sweeping overhaul of its higher education ecosystem. By order of the Head of State, Russia aims to host at least 500,000 international students by 2030.

To support this influx, the country is rapidly building a network of world-class university campuses. A total of 40 state-of-the-art campuses are slated to open by 2036. Following the launch of the flagship Bauman Moscow State Technical University campus, a brand-new mega-campus was officially opened this year right in Ekaterinburg.

These campuses are designed to plug international students directly into Russia’s high-tech scientific breakthroughs. Chernyshenko highlighted recent milestones in cutting-edge research infrastructure, including the newly launched Siberian Circular Photon Source (SKIF) in Novosibirsk, the PIK reactor near St. Petersburg, and the NICA collider near Moscow.

The festival also served as a forum for dialogue on shared values and future trends. Chernyshenko engaged with international bloggers and youth delegates from across the globe, discussing Russia’s traditional values of mutual assistance, respect across generations, and productive labor for the common good.

With thousands of delegates from nearly 200 countries networking in Ekaterinburg, the IFY 2026 underscores a clear message: Russia is positioning itself as a primary destination for global youth seeking advanced education, technological collaboration, and cross-cultural partnerships.
