Mbale turns to China for coffee markets, investment and technology

Uganda’s coffee exports to China have risen by 224 per cent in a year.

Now Mbale City wants a share of that expanding market, betting that a new partnership with China’s Guiyang City could attract buyers, investment and technology to eastern Uganda. But beyond the diplomatic ceremony lies a more important question: how much of that growing trade will benefit the farmers who produce the coffee?

Coffee farmers on the slopes of Mount Elgon could find new opportunities in China following an agreement between Mbale City and Guiyang, a Chinese city known for its growing coffee industry and advanced digital technology.

The agreement, signed on October 27, 2026, aims to link Mbale’s agricultural and industrial potential with Guiyang’s expertise in technology, manufacturing, and green development.

The significance lies in the potential to reach new markets, attract investment, and create jobs for farmers, processors, and businesses in eastern Uganda. However, these benefits will depend on whether the two cities translate their agreement into practical projects.

Mbale mayor Joyce Matuka Kidulu and her Guiyang counterpart, Wang Hong, signed a Letter of Intent to Establish Friendly Exchange and Cooperation Relations, laying the groundwork for a formal sister-city partnership.

Uganda’s Consul General in Guangzhou, Ambassador Judyth Nsababera, led the Ugandan delegation and witnessed the ceremony.

According to the Ugandan Consulate General, which initiated and coordinated the engagement, the partnership brings together two cities with complementary economic strengths.

Mbale sits at the centre of Uganda’s Arabica coffee-growing region, while Guiyang has developed a growing coffee industry alongside its reputation as a centre for digital innovation.

The commercial opportunity is particularly significant because Uganda is already expanding its coffee trade with China.

According to figures presented during the visit, Uganda’s coffee exports to China increased by 224 per cent during the 2025/2026 financial year.

That growth suggests rising demand for Ugandan coffee, although the statement did not provide the export volumes or earnings needed to establish the actual size of the market.

For Mbale, the challenge is to turn that growing demand into sustained business opportunities, particularly through coffee processing and value addition.

Rather than focusing exclusively on exporting agricultural produce, the proposed cooperation could create opportunities for businesses involved in processing, packaging, and marketing coffee.

During the signing ceremony, Kidulu presented Mbale as eastern Uganda’s commercial hub, highlighting its location near the Arabica-growing highlands of Mount Elgon and its potential for industrial expansion.

She pointed to the city’s gazetted industrial park as an opportunity for investors interested in manufacturing, environmentally sustainable industries and improved urban services.

She also highlighted Mbale’s position along the Northern Corridor, a major regional transport route. The mayor argued that Uganda’s membership of the East African Community gives investors access to a regional market of more than 300 million people.

Beyond coffee and manufacturing, Mbale is seeking to attract Chinese interest in tourism.

Kidulu highlighted the Imbalu ceremony of the Bamasaaba people, which is recognised on UNESCO’s Representative List of the Intangible Cultural Heritage of Humanity.

She also identified Mount Elgon National Park, Sipi Falls and Wanale Ridge as attractions that could benefit from increased tourism cooperation.

Meanwhile, Guiyang mayor Wang Hong presented his city as a potential partner in technology and environmentally sustainable development.

Guiyang is recognized in China as a major data and digital technology centre, earning the description of China’s Data Valley.

It is also designated a National Big Data Comprehensive Pilot Zone and a National Ecological Civilization Demonstration Zone.

These capabilities could offer Mbale opportunities to learn from Chinese approaches to digital public services, urban management and industrial development.

The agreement identifies five areas for cooperation: smart-city development and digital governance, industrial investment, agriculture and value addition, tourism and cultural exchanges, and environmental sustainability.

However, the document does not announce specific investment amounts, guaranteed coffee purchases or confirmed industrial projects.

Instead, both cities have agreed to establish a joint working group within two months of signing. A technical delegation is also expected to visit Mbale to assess investment opportunities in the industrial park, coffee value chain and tourism sector.

The signing followed a working visit to Guiyang that included a coffee trade promotion and business-matching session with the Guiyang Coffee Industry Association.

Officials from Uganda’s Ministry of Agriculture, Animal Industry and Fisheries participated alongside representatives of the Consulate General in Guangzhou.

Their involvement reflects Uganda’s wider effort to expand market access for its coffee in China. For Mbale, the immediate test will be whether these engagements lead to concrete commercial arrangements.

New export markets could benefit coffee producers, while investment in processing and manufacturing could create opportunities for local enterprises and workers.

But the agreement remains an expression of intent. Its value will ultimately be determined by what follows: whether Chinese businesses invest in Mbale, whether coffee producers secure buyers and whether technology cooperation improves services and economic opportunities.

For eastern Uganda, the promise is substantial. The task now is to turn diplomatic goodwill into business that reaches farmers, factories and households.
