IEA launches one-year project to support Ghana’s Nuclear Power Programme

The Institute of Economic Affairs (IEA Ghana), through its Nuclear Energy Centre of Excellence, has launched a one-year initiative aimed at supporting selected priority activities under Phase Two of Ghana’s Nuclear Power Programme.

The initiative, titled the Ghana Nuclear Phase II Completion and Investment Readiness Support Programme, is designed to strengthen institutional coordination, human resource capacity, regulatory preparedness and the policy and investment frameworks necessary to advance Ghana’s nuclear power ambitions.

Acording to the IEA, the programme represents an important contribution to ongoing national efforts to address outstanding nuclear infrastructure requirements and strengthen the country’s preparedness for critical decisions concerning the development of its first nuclear power plant.

Ghana is currently implementing Phase Two of the International Atomic Energy Agency’s (IAEA) Milestones Approach, a structured framework that guides countries developing nuclear power programmes through the institutional, technical, regulatory and financial preparations required for the safe, secure and sustainable introduction of nuclear electricity generation.

Having completed Phase One, the IEA said Ghana is working towards fulfilling the requirements of the second milestone, which concerns national readiness to invite bids or negotiate a contract for its first nuclear power plant.

“Although Ghana has made considerable progress in establishing the foundations for its nuclear energy programme, the transition towards implementation requires sustained attention to institutional effectiveness, technical preparedness, financing arrangements, regulatory capacity and coordination among the organisations responsible for delivering the programme”, it stated.

The IEA said its initiative seeks to contribute to these efforts through targeted policy research, technical engagement, institutional assessments, stakeholder consultations and practical decision support instruments.

Strengthening Coordination and Institutional Readiness

The IEA stressed that a central component of the project will focus on strengthening governance and institutional coordination across Ghana’s nuclear power development ecosystem.

“The introduction of nuclear power requires effective collaboration among government ministries, implementing institutions, the nuclear regulatory authority, electricity-sector organisations, technical agencies and other relevant stakeholders”.

Therefore, it noted that the project will support the identification of critical implementation priorities, institutional responsibilities, coordination requirements and potential obstacles affecting the completion of Phase Two activities.

Through structured engagements with relevant institutions, the policy think-tank said the initiative is expected to contribute to clearer implementation priorities, improved information sharing and the development of practical mechanisms for monitoring progress against national nuclear infrastructure requirements.

Supporting Human Resource Development

The project will also examine Ghana’s human resource and competency requirements for the next stages of nuclear power development.

The IEA said the nuclear energy infrastructure requires a highly specialised workforce spanning engineering, nuclear safety, security, regulation, project management, environmental assessment, safeguards, finance and other technical and professional disciplines.

Therefore, the initiative will assess priority human capacity requirements and support the development of a workforce planning framework that identifies existing capabilities, critical competency gaps and opportunities for coordinated training and professional development.

It added that particular attention will be given to strengthening the sustainability of Ghana’s nuclear workforce and ensuring that capacity-building efforts remain aligned with the evolving responsibilities of national institutions.
