From Three Planes to Regional Gateway: How Ibom Air is Rewriting Aviation, Tourism Story Under Umo Eno

September 06, (THEWILL) — There are few public investments in Nigeria whose significance can be measured beyond the asset itself. In Akwa Ibom, the story of Ibom Air is increasingly becoming one of those rare examples. What began in 2019 as a bold state-owned airline experiment has grown into a 10-aircraft carrier, approaching five million passengers, connecting Uyo to major Nigerian cities and Ghana, while simultaneously driving a wider aviation ecosystem that is reshaping the economic geography of the state.

The transformation is particularly striking because Ibom Air was never conceived merely as an airline. According to the airline management, it was established as a key element of Akwa Ibom’s economic transformation plan, designed to provide capacity and ease access into the state. It was also intended to complement the Victor Attah International Airport and the planned Maintenance, Repair and Overhaul facility as three interconnected pillars of the state’s aviation strategy.

The journey to this point predates the Umo Eno administration. The foundation of Akwa Ibom’s aviation ambition was laid during the tenure of former Governor Victor Attah, while his successor, Senator Godswill Akpabio continued the development of the airport infrastructure.

During Akpabio’s tenure, the airport received its first aircraft, establishing the facility as an important piece of the state’s long-term aviation plan. Governor Eno has repeatedly described the development as a relay race in which successive administrations in the state have contributed to the outcome now emerging.

It was under former Governor Udom Emmanuel, however, that the airline concept was translated into an operating commercial carrier. Working with aviation consultants led by Captain Mfon Udom, the state developed the business plan that eventually produced Ibom Air. The state government has consistently maintained that the airline was conceived and executed under the Udom Emmanuel administration, while Ibom Air’s own records identify Mfon Udom as part of the team that helped establish the company.

On June 7, 2019, the first Ibom Air commercial flight took off from Victor Attah International Airport. The airline commenced operations with two Bombardier CRJ-900 aircraft and initially connected Uyo with Abuja and Lagos. At the time, the venture was viewed by some as an unusually ambitious undertaking for a state government, particularly in an industry where privately owned airlines had struggled with high operating costs, foreign exchange pressures and aircraft financing.

But the airline quickly began answering its critics with performance. Less than a year after commencing operations, three additional CRJ-900 aircraft were added, taking the fleet to five by August 2020. Ibom Air simultaneously built its reputation around schedule reliability, punctuality and customer service; attributes that would become central to its brand and eventually distinguish it from many competitors in Nigeria’s volatile domestic aviation market.

The significance of that growth was not simply the number of aircraft on the tarmac. By 2022, Ibom Air had already emerged as one of Nigeria’s most visible state-owned commercial enterprises. Initial industry assessments recorded more than 1.7 million passengers carried and hundreds of direct employees, with thousands more people benefiting indirectly through catering, transportation, retail and other services linked to airline operations.

The airline’s professional management structure was crucial to the story. Although wholly owned by the Akwa Ibom State Government, successive administrations allowed management to operate the carrier with a significant degree of commercial independence. Governor Eno has repeatedly credited this approach for the airline’s growth, while the airline’s leadership has stressed safety, operational discipline, punctuality and customer service rather than political considerations.

That management philosophy was also reflected in the airline’s international safety credentials. Ibom Air obtained IOSA certification after an audit conducted in 2022, a significant milestone for a carrier seeking to move beyond Nigeria’s domestic market. Then Chief Operating Officer George Uriesi said the certification aligned with the airline’s ambition to position itself strongly on the African continent and was important for interline agreements and cooperation with partner airlines.

The next major leap came through fleet modernisation. In November 2021, the state government signed an agreement for 10 brand-new Airbus A220-300 aircraft. The first of those aircraft arrived in Uyo in December 2023, marking a technological transition from the CRJ-900 fleet to a modern aircraft type that offered greater capacity, passenger comfort and efficiency. Governor Eno, at the time, described the achievement as part of a continuum that began with his predecessors but which his administration was determined to sustain.

Under Eno, fleet expansion accelerated. In November 2024, his administration acquired two Bombardier CRJ-900 Next Generation aircraft outright. The additions, registered 5N-CED and 5N-CEE, were described by the governor as evidence of continued support for Ibom Air and consistent with the ARISE Agenda’s emphasis on strategic investment capable of stimulating economic growth.

By September 2026, the Eno administration had acquired five of the airline’s 10 aircraft. The latest is a brand-new Airbus A220-300, which brought the active fleet to seven CRJ-900s and three A220-300s. The aircraft was delivered from the Airbus assembly facility in Mirabel, Canada, reinforcing the state’s determination to build capacity rather than merely maintain an existing airline.

The numbers now tell a remarkable story. As of early September 2026, Ibom Air had carried 4,953,512 passengers on 65,152 scheduled flights and was projected to cross the five-million-passenger threshold before the end of the month. The airline currently serves seven domestic destinations and one regional destination, Accra, while the state is targeting 12 destinations and 15 routes by 2027.

That ambition is already visible in the airline’s regional strategy. In May 2026, Ibom Air operated its maiden Uyo-Accra international service, marking the opening of a new gateway from Victor Attah International Airport into West Africa. Scheduled Uyo-Accra services were subsequently introduced, giving travellers in the South-South and South-East easier access to Ghana without first travelling through Lagos or Abuja.

The distinction is important because the Accra operation represents more than a new destination. It changes the role of Uyo from a city served by an airline into a city capable of originating regional air traffic. For businesses, tourists, families, conference participants and traders, the ability to travel directly from Uyo to Accra reduces the traditional dependence on Nigeria’s major aviation gateways and places the capital of Akwa Ibom more firmly on the West African travel map.

For Ibom Air’s Managing Director and Chief Executive Officer, George Uriesi, the future is even larger. He has spoken of developing Uyo into a regional hub linking Central Africa and the West Coast, while indicating that the airline’s immediate international strategy is focused on Africa rather than long-haul destinations such as Europe or the United States. The planned expansion includes Douala in Cameroon, Libreville in Gabon and Malabo in Equatorial Guinea.

The airline’s Chairman, Mfon Udom, who led the original business planning and establishment of Ibom Air, has equally linked the latest fleet expansion to the carrier’s ability to restore domestic frequencies while pursuing regional growth. With the latest A220-300, the airline expects to restore three daily flights on the Uyo-Lagos and Uyo-Abuja routes, while Lagos-Abuja services are projected to return to seven daily frequencies.

The financial performance is perhaps the strongest evidence that Ibom Air has moved beyond being simply a government-funded social project. At its first public Annual General Meeting in 2025, the airline reported that revenue grew from N67 billion in 2023 to N96 billion in 2024, representing 43 per cent growth. Operational profit swung from a N3 billion loss in 2023 to N16.6 billion in 2024, while net profit stood at N6.8 billion compared with a N8.7 billion loss the previous year.

That profitability has implications for the state’s broader economic strategy. It demonstrates that a state-owned enterprise can potentially move from consuming public resources to generating commercial value when it is structured and managed as a business. It is important, however, not to equate Ibom Air’s revenue directly with Akwa Ibom’s Internally Generated Revenue. The stronger and more defensible point is that the airline has become an economic asset generating commercial activity, employment and spending within the state, while contributing to the broader revenue ecosystem.

The latest figures underline that wider impact. Ibom Air is reported to have injected more than N60 billion into the Akwa Ibom economy through its commercial activities. It now employs 753 full-time workers, 478 of whom — about 64 per cent- are indigenes of Akwa Ibom, while approximately 2,000 additional indirect jobs are estimated to be supported across the state.

Perhaps the most important long-term benefit, however, is the deliberate attempt to create indigenous aviation manpower. Governor Eno disclosed that the state has sponsored the training of 20 pilots in Paris, with another 10 cadet pilots undergoing simulator training in Addis Ababa, Ethiopia. He also disclosed that 20 engineers are working at the airport, while additional aviation specialists have received training at the Nigerian College of Aviation Technology in Zaria.

The numbers are beginning to translate into representation inside the airline itself. Fourteen of Ibom Air’s 30 pilots are Akwa Ibom indigenes, while 16 of its 40 aircraft engineers are also indigenes of the state. This is a significant shift from merely creating jobs to deliberately building a generation of professionals who can occupy technical positions within an industry historically dominated by expatriate or non-indigenous expertise.

Governor Eno’s aviation plan also extends beyond pilots and engineers. The administration has said it intends to train personnel in airport handling, facility management, cleaning, maintenance and other specialised airport services. The objective, according to him, is to ensure that the aviation boom creates an employment chain stretching from highly skilled technical occupations to supporting services.

That strategy is spawning a physical transformation around Victor Attah International Airport and the Oron axis. The airport is increasingly being treated not as an isolated facility at the edge of Uyo but as the nucleus of a wider economic zone. Ongoing projects include a second runway, apron expansion, aviation village, perimeter fencing, hospital and modern security surveillance systems.

The proposed aviation village and airport medical facilities are particularly important because they indicate an attempt to create an ecosystem around the airport rather than simply improve the passenger terminal. The state’s plan also includes an MRO facility, which, if fully operationalised, could reduce the need to send aircraft elsewhere for certain maintenance services, while creating another pool of technical jobs and aviation-related businesses in Akwa Ibom.

The development therefore has the potential to alter the traditional economic flow between Uyo city centre and the airport corridor. Hotels, restaurants, transport operators, logistics companies, conference facilities, retail businesses and other service providers stand to benefit from increased passenger movement. The connection between aviation and tourism is particularly important because visitors who previously had to route through Lagos or Abuja can now reach Uyo more conveniently, while the state’s growing portfolio of tourism assets becomes easier to market to visitors from other parts of Nigeria and West Africa.

Governor Eno has openly tied this aviation strategy to tourism. He has argued that Akwa Ibom cannot successfully develop tourism without a functional airport and has linked the internationalisation of Victor Attah International Airport to the state’s ambition of becoming a major tourism and conference destination. He has also pointed to the International Conference Centre, ARISE Palm Resort, historical sites, shopping facilities and other attractions as pieces of a larger destination-development strategy.

Ibom Air’s own management has embraced that role. George Uriesi has said the airline’s support for tourism programmes in Akwa Ibom is deliberate because of the sector’s untapped economic potential. He has argued that tourism could become an important source of economic value beyond oil, while the airline has supported initiatives such as the Captain’s Golf Tournament as part of efforts to promote business and leisure tourism.

The international route also strengthens the state’s tourism proposition by connecting two markets with established commercial, cultural and leisure links. Ibom Air has already brought together travel agents and tour operators from Nigeria and Ghana to discuss opportunities around the Uyo-Accra service. The airline says the connection is opening opportunities for business travellers, leisure passengers, families and regional trade.

The political significance of the achievement has also been acknowledged across generations of leadership. Senate President Godswill Akpabio, a former governor of the state who was present at the September 2026 reception for the latest Airbus, described Akwa Ibom as a shining example of unity, development and progress and praised Governor Eno’s infrastructure and human-capital investments. His remarks are particularly significant because the aviation story itself represents continuity across successive administrations.

The result is a development story that is larger than the aircraft. From the first plane landing at the airport during the Akpabio era, through Udom Emmanuel’s establishment of Ibom Air, to Eno’s aggressive fleet expansion, internationalisation, manpower development and aviation infrastructure programme, Akwa Ibom has gradually assembled pieces of an aviation ecosystem. The state’s current ambition is no longer simply to have an airline; it is to have an airline, airport, MRO, trained workforce, tourism economy and regional connectivity reinforcing one another.

That is ultimately the most important measure of Ibom Air’s success under Governor Umo Eno: whether the aircraft can become a catalyst for development on the ground. With 10 aircraft, almost five million passengers, more than N60 billion reportedly injected into the state economy, hundreds of indigenous employees, growing tourism traffic, an international airport and plans for more West and Central African routes, the evidence suggests that Ibom Air has moved considerably beyond its original role as a state-owned carrier. It is becoming the centrepiece of Akwa Ibom’s attempt to turn aviation from a transport service into an economic development platform and, potentially, to turn the Uyo-Oron corridor into one of the state’s next major growth frontiers.
