Egypt’s Ministry of Social Solidarity has launched the first phase of an integrated digital services system to automate applications and procedures for alternative foster families and care institutions, in cooperation with the Ministry of Communications and Information Technology.
The system, accessible via the social care services platform on the ministry’s digital portal, is the first of its kind to digitise the fostering process. It enables citizens to submit applications electronically and track them through the vetting and data verification stages up to the final decision.
The initiative aligns with directives from Minister of Social Solidarity Maya Morsy to enhance digital transformation, develop citizen services, and streamline access through an integrated platform.
Jacqueline Mamdouh, head of the central administration for social care at the Ministry of Social Solidarity, stated that the launch aims to raise the efficiency of procedures for foster families and care institutions. She noted that the digital services were developed in coordination between social care and digital transformation teams to ensure alignment with work procedures and beneficiary needs.
Mahmoud Saber, manager of the social care services platform at the ministry, described the first phase as an important step in the digital transformation of social care services. He noted that the citizen’s journey was re-engineered into interconnected digital services, complete with electronic integration with relevant government systems. This shift, he added, simplifies procedures, unifies work mechanisms, enhances data accuracy, and supports decision-making.
Hala Emam, director of social protection programmes at the Ministry of Communications and Information Technology, explained that the platform is electronically linked with various state entities through a government digital switch. This integration supports electronic data exchange and verification, reducing the need for paper documents, whilst connecting to the digital identity system for secure login access.
The ministries noted that the system will contribute to enhancing transparency and raising the efficiency of application tracking. The Ministry of Social Solidarity urged citizens to utilise the available digital services via https://digital.moss.gov.eg/, adding that it plans to expand the digital offerings within the social care system in the coming period.
