South Africa Mass Shootings: Experts Link Tavern Killings to Organized Crime

PRETORIA, Gauteng — The recent spate of South Africa mass shootings, which has claimed over 40 lives in just seven days, has prompted experts to warn that the violence is deeply rooted in organized crime and premeditated turf wars rather than random acts of brutality.

Following a devastating weekend that saw 17 people shot dead in Wedela township near Carletonville and 16 killed in three separate incidents in Cape Town, criminology and law enforcement specialists are sounding the alarm over the escalating crisis.

According to Organised Crime Investigator Chad Thomas and University of KwaZulu-Natal Criminology Professor Nirmala Gopal, the attacks at taverns and shisanyamas are highly orchestrated. Thomas noted that the violence is inextricably linked to ongoing turf wars involving extortionists, gang syndicates, taxi wars, and illegal miners (zama zamas).

“These are definitely targeted killings,” Thomas explained, noting that perpetrators often gun for a single individual in a place of entertainment, leaving the other victims as mere collateral damage who happened to be in the wrong place at the wrong time.

A “Band-Aid” Approach and Hollowed Intelligence

The sheer volume of violent crime has exposed severe strain on the country’s policing resources. Thomas described the current police deployment strategy as a “band-aid approach.” Following mass casualties, the same elite experts are repeatedly pulled from investigating CIT heists, ATM bombings, kidnappings, and murder-for-hire plots, leading to massive attrition among specialists.

This resource drain is compounded by a lack of robust crime intelligence. Thomas pointed out that the national head of crime intelligence, General Kumalo, is currently spread dangerously thin. Highlighting the severe shortage of qualified profiling individuals within local policing structures, Thomas noted that the police have even had to rely on ex-brigadier Gerard Labuschagne, the former head of the psychological profile investigative unit who now resides in Canada.

“The most important tool that we have at our disposal is crime intelligence, and unfortunately right now we find that crime intelligence has been hollowed out,” Thomas stated, linking this deficit directly to the delays in arresting organized crime syndicates.

Vulnerable Targets and Security Failures

Professor Gopal provided insight into why these attacks are heavily concentrated in informal settlements and rural taverns rather than secure urban entertainment hubs. She explained that perpetrators target these areas because their intended victims frequent them, and the locations inherently lack proper security.

“In the absence of wanting to pay for proper security, these become easier target areas,” Gopal said, adding that in some per-urban areas, tavern owners rely on police officers who moonlight as security personnel to cut costs.

Socioeconomic Roots and Long-Term Solutions

While provincial police leadership, including Provincial Police Commissioner Tommy Mthombeni, continues to deploy task teams, investigative psychologists, and pathologists to hotspots like Ivory Park, Thembisa South, and Ekurhuleni (Springs), experts argue that law enforcement alone cannot solve the crisis.

Thomas emphasized that there is no short-term silver bullet, noting that deploying the defense force—as seen in Operation Prosper—is a failure because they are not trained for this type of civilian policing. Instead, he stressed the urgent need to address underlying societal issues, including the scourge of alcoholism, drug abuse, massive unemployment, and a lack of basic service delivery.

To disrupt the pattern, Thomas recommended increasing the rights and responsibilities of provincial and local policing structures, such as metro police and traffic departments, and expanding the E2 project, which utilizes the private security industry as force multipliers.

Regulatory and Proactive Interventions

Looking toward preventative strategies, Professor Gopal advised that the government must rigorously interrogate the legal compliance of taverns. She urged the state to be far more thorough in the issuance of tavern and liquor licenses, coupled with ongoing monitoring to ensure establishments abide by legal prescripts.

Furthermore, tying into recent national addresses on gender-based violence, Gopal advocated for a proactive, long-term cultural shift. “One of my interventions would be to begin at schools,” she said. “We need to start teaching our children at school level that violence is not an option to resolve conflict.”

As the President prepares to announce further interventions later this week, the consensus from experts is clear: dismantling the organized crime networks driving these mass casualties requires a unified approach that combines restored intelligence capabilities, strict regulatory enforcement, and deep socioeconomic reform.
