Four Global Initiatives: China’s global vision, world commitment and international responsibility

On September 1, 2025, President Xi Jinping solemnly put forward the Global Governance Initiative (GGI) at the Shanghai Cooperation Organization (SCO) Plus Meeting. Following the Global Development Initiative (GDI), the Global Security Initiative (GSI), and the Global Civilization Initiative (GCI), the GGI represents another major global initiative put forward by China for the benefits of the world. At a time when human society continues to face growing deficits in peace, development, security and governance, the four global initiatives have injected greater stability and certainty into a turbulent and changing world from different perspectives, offering Chinese wisdom and Chinese solutions for countries to work together to address global changes and challenges and tackle the common problems facing humanity.

I. Implementing the GDI to Inject Strong Momentum into Global Development

On September 21, 2021, President Xi Jinping solemnly put forward the GDI at the 76th Session of the UN General Assembly. The initiative directly addresses the pressing challenges facing global development today, including a lack of growth drivers and widening gaps between the Global South and the Global North. It calls for building a global development partnership featuring solidarity, equality, balance and inclusiveness, with its core content centered on the “six commitments”: staying committed to development as a priority, staying committed to a people-centered approach, staying committed to benefits for all, staying committed to innovation-driven development, staying committed to harmony between man and nature, and staying committed to results-oriented actions. The initiative has thus sounded a clarion call of our times for achieving common prosperity and development across the world. Since China launched the Global Development Initiative five years ago, we have implemented over 2,000 projects in partnership with others, and provided training for more than 200,000 professionals, benefiting people in more than 120 countries. Africa is an important partner for China in implementing the GDI. China has fully implemented zero-tariff measures for all the 53 African countries which have diplomatic relations with China, while more than 30 African countries have actively participated in the Group of Friends of the GDI. Going forward, China will continue to share development opportunities with countries around the world and support Africa’s independent, sustainable development and modernization process across the board—from people’s livelihoods and poverty reduction to health and education, and from industrialization and trade to infrastructure and green development.

II. Implementing the G****SI to Safeguard World Peace and Tranquility

On April 21, 2022, President Xi Jinping solemnly put forward the GSI at the opening ceremony of the Boao Forum for Asia Annual Conference 2022. The initiative directly addresses the challenges of a turbulent international security landscape, escalating geopolitical conflicts, and the intertwining of traditional and non-traditional security threats. It calls on countries to adapt to the profoundly changing international landscape in the spirit of solidarity, and address the complex and intertwined security challenges with a win-win mindset, eliminating the root causes of international conflicts, improving global security governance, and achieving lasting peace and tranquility in the world. The GSI stays committed to the vision of common, comprehensive, cooperative and sustainable security, stays committed to respecting the sovereignty and territorial integrity of all countries, stays committed to abiding by the purposes and principles of the UN Charter, stays committed to taking the legitimate security concerns of all countries seriously, stays committed to peacefully resolving differences and disputes between countries through dialogue and consultation, and stays committed to maintaining security in both traditional and non-traditional domains. The GSI charts a new path to security featuring dialogue over confrontation, partnership over alliance, and win-win cooperation over zero-sum game. As a staunch force for safeguarding world peace and tranquility, China has actively advanced the cause of international peace and more than 50,000 Chinese peacekeepers have been dispatched in 29 peacekeeping operations authorized

by the UN Security Council. China has actively promoted peace and talks in international and regional disputes, helping build greater consensus and concerted efforts within the international community to address global security challenges.

III. Implementing the G****CI to Flourish the Garden of World Civilizations

On March 15, 2023, President Xi Jinping solemnly put forward the GCI at the CPC in Dialogue with World Political Parties High-level Meeting. The initiative calls for jointly advocating the respect for the diversity of civilizations, the common values of humanity, the importance of inheritance and innovation of civilizations, and robust international people-to-people exchanges and cooperation. It has issued a sincere call to the world to promote inter-civilization exchanges and mutual learning and advance the progress of human civilizations. In June 2024, the 78th Session of the UN General Assembly unanimously adopted a resolution designating June 10 each year as the International Day for Dialogue among Civilizations. This stands as a vivid example of how the Chinese approach has contributed to removing prejudice and misunderstanding among different civilizations and fostering greater understanding and trust. In September 2024, President Xi Jinping and African leaders, including President Joseph Nyuma Boakai, reached an important consensus at the FOCAC Beijing Summit to designate 2026 as the China-Africa Year of People-to-People Exchanges. Nearly 600 diverse and vibrant activities have since painted a vivid picture of the two great civilizations of China and Africa coming together in mutual understanding, learning from each other, and drawing inspiration from one another.

IV. Implementing the GGI to Promote a More Just and Equitable Global Governance System

In today’s world, peace and development, cooperation and win-win outcomes remain the trend of the times. Yet the shadows of Cold War mentality, hegemonism and protectionism have yet to fade, while the UN and multilateralism continue to face challenges, and the global governance deficit is steadily widening. The GGI focuses on the major question of what kind of global governance system should be established, and how global governance can be reformed and improved. With staying committed to sovereign equality, international rule of law, multilateralism, the people-centered approach, and real results as its core principles, the initiative has injected strong intellectual impetus into steering the global governance system toward greater fairness and equity. Upon its introduction, it swiftly gained support from nearly 160 countries and international organizations, with over 60 countries actively joining the Group of Friends of Global Governance. As a member of the Global South, China’s heart is with the Global South and China’s root is in the Global South. Guided by the principles of sincerity, real results, amity and good faith and the principle of pursuing the greater good and shared interests, China has strengthened solidarity and cooperation with developing countries and firmly safeguarded the common interests of the Global South in international affairs. China remains committed to maintaining communication and coordination with its partners in the Global South, and plays an active role in championing justice at major international events such as the UN General Assembly. Together, they have made joint efforts to safeguard international fairness and justice, and promoting the creation of a global governance architecture that is more balanced and effective.

The four global initiatives each have their own focus and at the same time complement each other, forming an integrated whole with close internal links. Together, they light the way forward for a turbulent world and have received broad support and positive responses from the international community. In May this year, Liberian Foreign Minister Sara Beysolow Nyanti paid a successful visit to China. During her meeting with Chinese Foreign Minister Wang Yi, Minister Nyanti stated that Liberia highly commends and firmly supports the vision of building a community with a shared future for humanity and the series of Global Initiatives. China highly appreciates this position. China and Liberia are both members of the Global South and friends and partners sharing weal and woe. The two sides have fought shoulder to shoulder against major epidemics such as Ebola and COVID-19, and are moving forward hand in hand on the path to modernization. Looking ahead, China stands ready to work with Liberia to continue translating the four global initiatives into concrete actions and results, jointly build a community with a shared future for mankind, and work together to build a world of lasting peace and shared prosperity.
