South Africa's Reform Paradox: Why Better Policies Are Not Delivering a Better Economy

South Africa's economic reforms are gathering momentum, but the country faces a difficult truth: changing the rules is not the same as changing the reality.

South Africa has spent years trying to repair the structural weaknesses holding back its economy. Electricity shortages, inefficient freight networks, failing water infrastructure and weak public institutions have all contributed to an environment in

which businesses struggle to expand and investors question whether the country can deliver on its promises.

Now, there is measurable evidence that some of those reforms are advancing. Business Leadership South Africa's Reform Completion Index reached 72.5 in the third quarter of 2026, up from 71.3 in the preceding quarter and its highest reading since monitoring began in March 2024.

That represents meaningful progress. But it also presents an uncomfortable paradox. South Africa's reform performance is improving while economic growth remains weak, municipalities continue to struggle with basic services and corruption remains a major concern.

The explanation lies partly in the difference between reforming a system and making that system work.

The distance between policy and delivery

Economic reform is rarely a single event. It is a sequence of decisions that may begin with a new law, followed by regulations, institutional restructuring, investment, procurement and finally implementation. Progress at one stage does not guarantee success at the next.

Consider the electricity sector. Opening the market to greater private participation can create the conditions for increased generation capacity and competition. But expanding generation alone does not solve every problem. Power still needs to move through a functioning transmission network, and local distribution systems must be maintained to deliver it reliably to customers.

The same principle applies to freight logistics. Allowing private operators greater access to rail infrastructure is an important change, particularly for an economy that depends on moving minerals, agricultural produce and manufactured goods to ports. Yet the economic benefit depends on whether infrastructure is maintained, operators can obtain practical access and goods actually move more efficiently.

These distinctions are crucial because businesses do not experience reform as a completed policy document. They experience it through the availability, reliability and cost of the services they need.

A manufacturer deciding whether to expand production is less interested in the number of reforms announced than in whether it can depend on electricity, receive raw materials on time and deliver finished products to customers without unpredictable disruptions.

When those conditions improve, reform becomes economically meaningful.

Why water reveals the implementation problem

Water provides one of the clearest examples of the distance between national reform and everyday experience.

BLSA's latest assessment records progress in the water reform programme. Yet that improvement exists alongside severe service delivery problems in many communities. For residents dealing with prolonged interruptions or unreliable supply, the suggestion that water reform is advancing may seem disconnected from reality.

Both observations can be true.

National reforms may improve regulatory arrangements, institutional responsibilities and the framework for holding service providers accountable. But the delivery of water depends heavily on municipal capacity, infrastructure maintenance, sound financial management and appropriately skilled personnel.

A municipality cannot repair a broken system simply because national policy has improved. It needs working equipment, operational budgets, competent management and mechanisms to ensure that failures have consequences.

This is why progress at the national level must eventually be judged against outcomes at the local level. Without that connection, reform risks becoming something government can measure but citizens cannot experience.

Governance is an economic issue

The most troubling finding in the latest review is not the overall index reading. It is the deterioration in governance reform.

BLSA reports that governance declined from 55.0 to 54.6, its first fall since tracking began. Among the factors was the Constitutional Court's invalidation of the Public Procurement Act because Parliament had not met constitutional public participation requirements during the legislative process.

This illustrates how weaknesses in institutional practice can undermine reforms that are otherwise intended to strengthen public administration.

BLSA+1

Governance is sometimes treated as a separate concern from economic performance, associated with audits, political accountability or public sector ethics. In reality, it influences nearly every aspect of the investment environment.

Businesses need predictable rules, credible institutions, enforceable contracts and fair procurement processes. When decisions are inconsistent or corruption creates advantages for politically connected interests, investment becomes more expensive and riskier.

Poor governance can also undermine improvements achieved elsewhere. A new electricity framework cannot deliver its full benefits if procurement is mishandled. Better freight policy will have limited impact if infrastructure management remains ineffective. Water reforms cannot succeed where local institutions are unable to maintain essential systems.

The problem is therefore not merely that governance is lagging behind economic reform. It is that weak governance can reduce the value of economic reform itself.

The financial cost of unresolved corruption

South Africa's recent experience with the Financial Action Task Force offers another illustration.

The country was removed from the FATF grey list in October 2025 after addressing shortcomings identified in its anti-money-laundering and counter-terrorist-financing systems. That was an important milestone because increased international monitoring can complicate financial transactions and affect perceptions of risk.

But removal from the list did not mean the underlying work was permanently complete.

BLSA's latest tracker places the corruption reform area at 51.2, unchanged during the quarter. It also warns of vulnerabilities as South Africa undergoes a new FATF mutual evaluation, with concerns about whether improvements in financial oversight are matched by effective action against financial crime.

South African Government+2

A return to increased monitoring could create additional compliance burdens and uncertainty for businesses involved in international payments, trade finance and investment.

More fundamentally, the warning raises a question about the durability of reform. Changing procedures and satisfying an international assessment are important, but institutions must continue demonstrating that they can investigate wrongdoing, enforce rules and respond effectively to emerging risks.

The next phase must be measured in outcomes

South Africa's reform programme deserves recognition where real progress has been made. The latest index suggests that momentum has returned in several areas that are essential to the country's long-term economic prospects.

But the next test is more demanding than raising the score again.

Electricity reform must support dependable supply and investment. Freight reform must improve transport capacity and lower the cost of moving goods. Water reform must strengthen services in communities and industrial areas. Criminal justice reform must help create an environment in which corruption and organised crime face meaningful consequences.

Most importantly, government must demonstrate that deadlines are commitments rather than targets that can be repeatedly moved without consequence.

The real measure of success will not be whether South Africa can announce more reforms or achieve another record index reading. It will be whether those reforms reduce the cost of doing business, improve public services and create conditions in which companies are willing to invest, hire and expand.

A score of 72.5 is evidence of movement. Whether that movement becomes sustained economic growth depends on what happens after the policies are adopted.
