The Federal Government has opened submissions for the Finance Bill 2027, inviting Nigerians, businesses and other stakeholders to suggest changes that could improve the country’s fiscal and economic system.
The Federal Ministry of Finance announced the call in a notice posted on X on Friday, urging the public to submit practical and evidence-based proposals for consideration in the preparation of the bill.

Who can submit proposals?
The call is open to members of the public, businesses, investors, professional bodies, civil society organisations, academia, public institutions and other stakeholders.
What can you submit proposals about?
The ministry said proposals can cover taxation and revenue administration, including tax policy, revenue mobilisation, compliance, taxpayer services, incentives, customs and excise.
Stakeholders can also make proposals on fiscal policy and management, including budgeting, public financial management, public debt, revenue and expenditure management, fiscal sustainability and relations between the Federal Government and other levels of government.
Other areas include fiscal responsibility, transparency and accountability, financial and economic regulation, capital markets, investment, cross-border capital flows, anti-money laundering and financial reporting.
The ministry also welcomes proposals on “any law, regulation, policy or institutional arrangement requiring amendment, harmonisation or introduction to improve Nigeria’s competitiveness and economic governance.”
What should your proposal contain?
The ministry advised contributors to be specific when suggesting changes to existing laws.
“Contributors should, as far as possible, identify the relevant law and specific provision requiring amendment and provide proposed drafting language,” the notice stated.
The proposal template requires contributors to state the issue, relevant law and existing provision, proposed amendment or draft provision, as well as the justification and expected impact.
The ministry said general recommendations could also be submitted, although such proposals “may be less useful for legislative drafting.”
What kind of proposals is the government looking for?
The ministry said priority would be given to proposals that address “gaps, ambiguities, inconsistencies or implementation challenges in existing laws and regulations.”
It also wants reforms that can reduce unnecessary regulatory and administrative burdens and improve the ease of doing business, investment, productivity and economic efficiency.
According to the notice, proposals should also help to “harmonise conflicting or overlapping provisions and reduce leakages, abuse and regulatory arbitrage.”
The government is further seeking measures that strengthen institutional coordination, transparency and accountability, while improving revenue mobilisation and fiscal sustainability without unnecessarily restricting economic activity.

What information do you need to provide?
The Finance Bill 2027 proposal template asks contributors to provide their name or organisation, contact person, email and telephone number, sector or industry, and state or location.
For each proposal, contributors are expected to provide the issue, the relevant law and existing provision, the proposed amendment or draft provision, and the justification and expected impact.
When is the deadline?
The deadline for submissions is Friday, September 11, 2026.
The ministry encouraged stakeholders to submit proposals that are clear, practical and capable of being implemented.
“The Federal Government values stakeholders’ contributions and encourages the submission of clear, practical and implementable proposals capable of delivering measurable improvements in Nigeria’s fiscal and economic outcomes,” the notice stated.
