City of Cape Town Law Enforcement officers patrol the area after a suspected shooting in Bonteheuwel.
Bonteheuwel councillor Angus McKenzie says fear of retaliation and mistrust of the criminal justice system made it difficult for police, Metro Police and LEAP officers to arrest people suspected of a Tuesday shooting.
