Johannesburg Central Substation Fire Sparks Outages as City Power Probes Syndicate

JOHANNESBURG, Gauteng — The Johannesburg Central Substation fire has left parts of the central business district without electricity, prompting the municipal power utility to investigate potential links to an organized criminal syndicate. The blaze, which broke out in the early hours of the morning, marks the sixth incident at the facility since the beginning of the year.

Alarms were triggered at the facility around 8:00 AM, followed by visible smoke emanating from the back of the building. Emergency management services (EMS) successfully extinguished the flames by 4:00 PM. However, the outages have disrupted power to Marshalltown, sections of the inner city, and suburban areas, threatening the economic hub of both South Africa and the broader African continent.

City Power Acting COO Mr. Anza Mudau confirmed that technicians had been working tirelessly to restore power following previous blazes on September 6 and September 9. In fact, crews were approximately 98% through with repairs from the September 9 incident when the latest fire occurred.

“Just this year alone at this specific substation, this is the sixth incident since January,” Mr. Mudau stated. He noted that four of the six incidents have been confirmed to involve elements of theft and vandalism. The utility’s Chief Executive Officer has officially written to law enforcement agencies to request urgent assistance, describing the inner city tunnels as a “gunfire zone.”

Investigations are currently underway, and City Power suspects a broader syndicate is targeting its electricity infrastructure. A person of interest, a man suffering from severe burn injuries, has been detained at Chris Hani Baragwanath Hospital and remains under strict police guard. Mr. Mudau declined to delve into specific details regarding the suspect, citing the ongoing criminal investigation handled by law enforcement and the utility’s chief risk officer.

Restoration efforts are pending a full safety assessment. EMS teams recommended returning to the site around 11:00 AM to clear the area for technical teams. While initial observations suggest the damage is localized to the back of the facility near the feeder board room, Mr. Mudau confirmed there is no confirmed Estimated Time of Restoration (ETR) until the full extent of the damage is assessed.

The persistent outages have pushed local residents and business owners to their breaking point. Residents expressed frustration over constantly throwing away spoiled food, disrupted monthly budgets, and the inability to boil water for breastfeeding infants. Meanwhile, local businesses warn that the continuous power failures are devastating their livelihoods, with freezers failing and perishable goods expiring before they can be sold. Communities are now urgently calling on authorities to fast-track a permanent solution to the ongoing infrastructure vandalism.
