The City of Windhoek says its meeting with the Khomas Ratepayers and Residents Association (KRRA) was not a public meeting and that residents were not supposed to attend.
The municipality says it informed residents on 25 June that the meeting was not open to the public. It says the KRRA had been advised on 13 May about the correct process for such engagements.
According to the city, allowing members of the public to attend and address the council during the meeting would not comply with the council’s standing rules.
The clarification comes after several Windhoek residents claimed on Wednesday evening that they were locked out in the cold and excluded from the meeting.
Association chair Shaun Gariseb along with four others and the city leadership are meeting on issues of rates and taxes, water and electricity bills.
