How to comment on South Africa’s revised fiscal framework
Parliament’s finance committees close fiscal-framework submissions at noon on 26 October. Here is what the consultation covers and how to participate.
South Africans who want to comment on the revised 2026 fiscal framework and revenue proposals must ensure their written submissions reach Parliament’s finance committees by noon on Monday, 26 October 2026.
The consultation follows Finance Minister Enoch Godongwana’s Medium-Term Budget Policy Statement on 21 October. The process gives interested people and organisations a route to put their views on the government’s budget approach before the committees.
What is being considered?
The Standing and Select Committees on Finance are seeking input on the revised fiscal framework and revenue proposals. The MTBPS sets out the government’s economic outlook and spending and revenue estimates over a multi-year period, helping frame the next national budget.
In his published speech, Godongwana set out priorities including investment, more efficient spending and lower debt-service costs. His stated priorities concern how public money is raised and used, including the balance between investment, public services and servicing debt.
The framework should not be confused with the separate spending legislation tabled alongside it. The Adjustments Appropriation Bill proposes changes to money appropriated from the National Revenue Fund for 2026/27. The Division of Revenue Amendment Bill deals with changes to the division of nationally raised revenue and allocations across spheres of government.
Those bills are distinct documents; this particular invitation is for submissions on the fiscal framework and revenue proposals.
How do you take part?
Written submissions must indicate whether the sender wants to make an oral presentation. Parliament has scheduled virtual public hearings for Wednesday, 28 October.
Submissions must be directed to the committee secretaries. Use the email, postal or fax details in Parliament’s official invitation, which also lists telephone contacts. It does not specify a hearing start time or a joining link.
