Ever-expanding presidential term extensions are a desperate distraction from Zimbabwe’s misery

When failure becomes monumental, distraction is the primary strategy.

President Emmerson Mnangagwa today presented his State of the Nation Address at the New Parliament Building in Mt Hampden.

Immediately afterward, ZANU-PF lawmakers erupted into frantic chants of ‘2040’—a spectacle that felt less like genuine political enthusiasm and more like theater of the absurd. Just two months prior, in July 2026, the passage of Constitution Amendment Act No. 3 (CAA3) had already pushed presidential terms to seven years and effectively secured Mnangagwa’s leadership through 2030.

Yet, before the ink on that constitutional maneuver could even dry, the horizon was instantly moved again. Considering that Mnangagwa would turn 98 years old in 2040, these calls transcend any plausible governance framework. Who in their right mind would want to be governed by a leader nearing a hundred years, let alone expect him to still be alive at that age? So what is going on here?

What unfolded on the parliamentary floor was not a viable vision for leadership, but a calculated mechanism of national distraction. At first glance, this relentless escalation appears to be driven by intense factional succession battles within the ruling party or the unchecked sycophancy of loyalists eager to curry favor with the executive.

The calls have grown increasingly extreme, with various quarters floating notions of a life presidency or even suggesting the restoration of a monarchy to crown Mnangagwa as King or Munhumutapa. While bootlicking is a long-standing feature of the political landscape, reducing these persistent extensions merely to performative flatteries misses a far more insidious strategy at play. The continuous re-framing of term-limit extensions serves as an elaborate sleight of hand, deliberately designed to fixate public debate on endless political maneuvering while masking deep, structural governance failures.

During his address, President Mnangagwa painted a glowing portrait of an economic turnaround, boasting of an 8.3 percent GDP growth rate projected to reach US56.71 billion by the end of 2026. Alongside is a 27.9 percent expansion in agriculture, single-digit inflation, and foreign currency inflows projected at US20 billion by year-end. Yet, these impressive macro-level figures exist in stark isolation from the daily realities of ordinary citizens. The narrative of unprecedented prosperity is utterly divorced from the lived experience of millions who struggle to secure basic necessities, pay school fees, or access minimal care in public hospitals stripped of essential medical supplies.

The statistics omitted from the State of the Nation Address tell the true story of the administration’s legacy since taking power in 2017. World Bank data covering the period between 2017 and 2025 demonstrates that Zimbabwe’s poverty metrics have degraded sharply across the board. The national extreme food poverty rate rose by nearly ten percentage points, climbing from 30.0% to 39.8%. The population living below the lower-middle poverty line of $3.65 a day expanded from 53.5% to 64.5%.

Furthermore, the upper-middle poverty rate trapped a staggering 85.0% of the population under severe economic strain with a widening consumption gap. Rather than uplifting the broader public, economic policies have steadily eroded household welfare and plunged a vast majority of the country into chronic vulnerability. In a functioning democracy, such profound socioeconomic decline would dominate legislative debate and trigger demands for policy overhaul. To preempt this, the political establishment relies on manufactured controversies that absorb the national consciousness.

By keeping citizens, civil society, and opposition figures locked in perpetual debates over distant political deadlines—shifting rapidly from 2030 to 2037, and now to 2040—the state successfully redirects attention away from immediate economic distress. The public is forced to react to ever-moving constitutional goalposts rather than confronting the immediate collapse of public services and real incomes. The ever-expanding term extensions are ultimately a symptom of a government that has run out of viable solutions for the economic hardships afflicting its people.

By fueling grand, outlandish political narratives of perpetual rule, those in power ensure that the public conversation remains focused on political survival rather than accountability. Zimbabweans must look past the spectacle of parliamentary chants and demand concrete answers for the country’s worsening poverty. Until then, these political distractions will continue to serve as a convenient cover for systematic misrule.
