Fochville Illegal Mining Crisis: Residents Warn Town Faces ‘Ghost Town’ Fate Amid Zama Zama Takeover

FOCHVILLE, Gauteng — The escalating Fochville illegal mining crisis has transformed the once-thriving tourist destination into a hub of criminality, leaving locals at the mercy of heavily armed zama zamas and pushing the town toward a “ghost town” fate.

Jaco van der Merwe, a local business owner, former Community Policing Forum (CPF) member, and Ward 14 Local Economic Development portfolio holder, warns that the situation in the area has become entirely unbearable. Having lived and operated businesses in the region since 2004, van der Merwe notes that areas like Patla village have been decimated. What was once a functional town capable of supporting both urban and township communities has lost its workable infrastructure to rampant copper theft, substation vandalism, and organized criminal syndicates.

The socio-economic fallout over the last 15 to 20 years has been severe. Van der Merwe highlights that corporate entities and smaller businesses are fleeing, leading to empty commercial premises across the town. While a few small spaza shops manage to survive, the broader economy is collapsing. Furthermore, the violence has disrupted basic human rights; children are frequently unable to attend school as rival zama zama factions openly wage war over control of specific mining shafts.

The crisis is heavily compounded by municipal failures. The local municipality is currently in massive debt and struggles to provide basic services to both the town and surrounding rural townships. Residents often go days without water—a situation directly exacerbated by illegal miners who divert the community’s natural water sources to wash gold-bearing materials, making the area virtually unlivable.

Despite the severity of the crisis, enforcement efforts have consistently fallen short. Van der Merwe points out that local police lack the necessary manpower and expertise, while private mining security companies are limited in their jurisdictional reach. Intermittent interventions by the South African National Defence Force (SANDF) and other interested parties offer only temporary relief.

“You can’t come once a month and expect that in the other 29 days the criminals are going to stay away. It doesn’t work like this,” van der Merwe explained. He noted that the syndicates are acutely aware of police strike schedules. Because operations are not kept top secret, arrested “foot soldiers” are easily replaced by new groups who immediately resume operations in the abandoned mines.

The core of the problem, according to van der Merwe, lies in the syndicate’s supply chain and the systemic failure to apprehend the kingpins. Since parliamentary sessions in 2009 first highlighted the issue, and subsequent statements by the Mineral Mines Minister in 2014 identified these groups as organized syndicates, no high-level masterminds have been successfully prosecuted.

This sentiment is echoed by law enforcement intelligence. A spokesperson for the Mpumalanga police recently confirmed that intelligence indicates the buyers of the stolen gold-bearing materials are foreign nationals. However, the spokesperson noted that this information is intentionally kept out of the public domain to avoid sensitizing the targets of ongoing, cross-border investigations.

Van der Merwe remains skeptical of the current approach, arguing that without a fundamental shift in mindset to treat the zama zama phenomenon as international organized crime, ground-level arrests will remain futile. The illegal miners require housing, funding for tools, and resources to process the materials—none of which are being addressed by current law enforcement strategies.

He is calling for decisive political will to dismantle the entire infrastructure of the illegal mining trade, targeting the buyers and financiers rather than just settling for political headlines.

“We need quite a big intervention very quickly, or we are on our way to become one of the ghost towns in rural areas that will just have a nice memory but will never be able to recover,” van der Merwe concluded, urging authorities to implement practical, ground-level solutions that tangibly improve the lives of the community.
