SA military veterans to receive benefits directly from November

South African military veterans will soon be able to access essential healthcare and other benefits without the previous requirement of registering on the Department of Military Veterans (DMV) database, Cape {town} Etc reports.

Starting from 1 November 2026, this significant policy shift aims to dismantle long-standing barriers veterans faced in claiming their rightful entitlements.

Announced by the Minister of Defence and Military Veterans on 15 October, the new directive applies to all military veterans, including those who served prior to 1994 and members of the South African National Defence Force (SANDF).

This shift follows a Gauteng High Court ruling that compelled the DMV to meet its obligations under the Military Veterans Act of 2011, and the court’s decision highlighted decades of frustrations faced by veterans, with many awaiting recognition and benefits since as early as the 2000s.

Chairperson of the Council of Military Veterans Organisations of the Republic of South Africa (CMVO SA), Rear Admiral (Ret) Robert Higgs celebrated the announcement, describing it as a phenomenal breakthrough that addresses the main hurdle veterans faced in their quest for benefits.

He stated, ‘This is a phenomenal and groundbreaking shift that immediately removes the biggest hurdle our military veterans have had to overcome: submitting an application for registration on the database.’

Previously, veterans were required to submit applications to be included in the National Military Veterans Database, alongside a lengthy adjudication process that has, at times, taken years. This often resulted in silence from the DMV, leaving many veterans in limbo.

Under the new orders, all veterans with force numbers who had submitted applications will be automatically deemed registered, thus swiftly granting them access to benefits such as healthcare, pensions, and housing.

The decision acknowledged veterans from former liberation movements, such as the Azanian People’s Liberation Army (APLA) and uMkhonto weSizwe (MK), who were historically excluded from the SANDF and hence lacked force numbers.* ‘Finally, the DMV is affording all our military veterans the recognition they deserve for their sacrifice,’* Higgs added.

Despite the significant progress, Higgs expressed determination for continued engagement with the DMV to resolve outstanding issues, particularly regarding the processing of healthcare applications and the reinstatement of an Appeals Board for unsuccessful submissions.

The DMV has acknowledged budget constraints and the overwhelming number of applications, with over 5000 pension requests alone remaining unresolved due to lack of resources.

In response to veterans’ concerns regarding access to necessary benefits, the DMV acknowledged the frustration stemming from delays and the challenges faced in its applicant adjudication processes.

It noted that past verification methods have contributed to these issues, resulting in prolonged waiting times for veterans.

To address the urgent needs of military veterans, the Department said that it is exploring collaborations with the Department of Health to prioritise veteran patients in public health facilities, amidst ongoing financial constraints. Efforts are being made to streamline processes, including the digitisation of applications, as well as partnerships with educational institutions to support skills training for veterans.

Although some barriers have been removed, the DMV admits that many remaining administrative matters continue to hinder the finalisation of benefits claims, and the Department asserted that it will advocate for increased funding to meet the needs of this deserving demographic.
