WHO explores expanded cooperation with Moscow on healthcare digitalization

SWITZERLAND—The World Health Organization (WHO) has expressed interest in expanding cooperation with Moscow on healthcare digitalisation after the city presented its experience in using artificial intelligence (AI) and digital technologies in medical services.
The Moscow Government delegation showcased the Unified Medical Information and Analytical System (UMIAS), the MosMedAI platform, computer vision technologies, and generative AI applications during the first UN Global Dialogue on AI Governance and the “AI for Good” summit in Geneva.
United Nations experts also recognised a Moscow developed AI project designed to identify patients at risk of cardiovascular disease.
The project received an award for its use of generative AI in the early detection of cardiovascular risks.
Anastasia Rakova, Deputy Mayor of Moscow for Social Development, said the city had developed an integrated digital healthcare system covering technology development, clinical use, and continuous monitoring of AI performance.
AI identifies cardiovascular risks
The cardiovascular risk system uses anonymised data from patients who have experienced heart attacks or strokes. It identifies people at high risk of developing either condition within the following two years.
Based on the system’s assessments, Moscow has established a continuously updated registry containing about 100,000 people, with approximately 5,000 new patients added each month.
The system analyses patients’ medical records, including the completeness of examinations, treatment quality, and current health status.
UMIAS then generates personalised alerts for primary care doctors, highlighting identified risks and recommending changes to treatment or patient monitoring.
The alerts are updated when patients attend new appointments, require ambulance services, or are admitted to hospital.
Moscow introduced the system across all adult outpatient clinics in 2025.
WHO considers further collaboration
During their visit to WHO headquarters, Moscow officials demonstrated the development of UMIAS and MosMedAI, alongside the use of computer vision and generative AI in healthcare.
The delegation also presented Moscow’s approach to assessing and monitoring medical AI systems.
Specialists from the Center for Diagnostics and Telemedicine have developed a maturity matrix that evaluates AI services using clinical and technical criteria.
The tool allows healthcare organisations to compare AI solutions and monitor changes in their performance over time.
According to Rakova, WHO representatives proposed considering the Center for Diagnostics and Telemedicine for participation in an international consortium involving about 20 universities and research organisations.
They also discussed involving Moscow specialists in the work of an organisation focused on computer vision.
Moscow has used computer vision in healthcare for more than six years, with more than 70 AI services supporting doctors in analysing medical images, including CT scans, MRI examinations, and X-rays.
Moscow clinics to pursue HIMSS certification
The discussions also covered the certification of Moscow clinics under the Healthcare Information and Management Systems Society (HIMSS) framework.
The framework assesses the digital maturity of healthcare institutions and how effectively they integrate digital technologies into clinical practice.
The highest levels are reserved for healthcare organisations with the most advanced digital systems.
