SARB appoints Franz Ruch as seventh MPC member
Economist Franz Ruch joins the South African Reserve Bank as an adviser to its governors and the seventh member of its Monetary Policy Committee.
The South African Reserve Bank has appointed economist Franz Ruch as an adviser to its governors, with the role taking effect on Thursday, 1 October 2026. He also joins the Monetary Policy Committee, bringing its membership to seven.
The appointment adds a new participant to the group responsible for setting South Africa’s central-bank policy rate. Those decisions influence interest rates across the economy, giving the committee’s work direct relevance to households, businesses, borrowers and savers.
Ruch moves to the Reserve Bank from the World Bank. His World Bank biography describes a research career focused on fiscal and monetary policy, including work in its Economic Policy Division and, earlier, its Prospects Group.
He is returning to an institution where he previously worked on economic forecasting and models. The World Bank’s profile also records his contributions to the Reserve Bank’s monetary-policy reporting. He holds a doctorate from Stellenbosch University and a master’s degree from Oxford University.
The committee normally meets six times a year. Its structure includes the Reserve Bank governor, three deputy governors and senior officials appointed by the governor. Members consider developments in South Africa and abroad, financial markets and the economic outlook before deciding the policy stance.
South Africa uses an inflation-targeting system. National Treasury sets the target in consultation with the Reserve Bank, while the bank makes monetary-policy decisions independently. The current target is 3%, with a tolerance band of one percentage point on either side.
The appointment notice is dated 1 October and does not announce an interest-rate decision or set out Ruch’s views on the next policy move.
