The Phobia of Progress: Exposing the NPP’s History of Sabotage, the 1992 Amnesia, and the Crucial Role of Civil Society

Ghana’s contemporary political landscape is reeling from a striking display of historical amnesia and political opportunism. The New Patriotic Party (NPP) recently issued a blanket rejection of the National Democratic Congress (NDC) government’s sweeping constitutional amendments, demanding instead a formal Consultative Assembly. This demand is a masterclass in political hypocrisy. Nearly 34 years ago, during the definitive dawn of the Fourth Republic, the Danquah-Busia-Dombo tradition consciously walked away from the 1991–1992 transition processes. They boycotted the original Consultative Assembly and subsequently the 1992 parliamentary elections, leaving Ghana with a heavily skewed legislative foundation. For a party to actively sabotage the birth of a constitutional framework, only to demand a return to that exact mechanism nearly four decades later when it suits their defensive parliamentary strategy, exposes a deep-seated opportunism.

Yet, this obstructionist behavior is not an anomaly; it is a permanent historical fingerprint. The UP/NPP tradition has spent the last 70 years acting as Ghana’s premier “pull him down” political movement—consistently standing on the wrong side of national progress, from the independence struggle to foundational industrialization. While their sudden conversion to the doctrine of negotiated consensus is dripping with irony, the underlying crisis is dangerously real. The NDC’s unilateral attempt to rewrite 147 articles of our foundational law—including a highly regressive move to extend presidential terms from four to five years—is an executive overreach of existential proportions. With both dominant parties paralyzed by partisan calculations, the preservation of Ghanaian democracy can no longer be left to politicians. It must be forcefully seized by Civil Society Organizations (CSOs).

A Historical Legacy of National Sabotage

To understand the NPP’s current obstruction of the constitutional review, one must examine their deep-seated pattern of resisting monumental national advancements:

• Opposing Independence (1950s):

  Forebears of the tradition, such as Dr. K.A. Busia, actively fought against immediate self-governance. They traveled to London to petition the British Crown to delay independence, arguing that the Gold Coast was “not ready” for parliamentary democracy.

• Sabotaging the Akosombo Dam (1960s):

  The tradition fiercely resisted the construction of the Akosombo Dam—the literal lifeblood of Ghana’s energy sector. They aggressively lobbied international lenders, including the World Bank, to block funding for the project under the guise of fiscal prudence.

• Resisting Modern Infrastructure:

  They campaigned relentlessly against the construction of the Accra-Tema Motorway and the Tema Harbour, labeling Kwame Nkrumah’s transformational visions for an industrialized gateway as wasteful, ego-driven, and misplaced priorities.

• Collapsing Local Manufacturing:

  Their ideological lineage celebrated the halting and eventual dismantling of state-backed industrial powerhouses like the Ghana Industrial Holding Corporation (GIHOC), undermining early efforts to position Ghana as a self-reliant manufacturing hub in West Africa.

• The 1992 Transition Boycott:

  In 1991, they walked away from the original Consultative Assembly. Following the November 1992 presidential election, they published

The Structural Flashpoints of the 2026 Gridlock

The ongoing impasse is characterized by structural overreach on one side and defensive obstructionism on the other, threatening to destabilize Ghana’s constitutional architecture:

• The Five-Year Executive Expansion:

  The most egregious proposal accepts a controversial recommendation to extend presidential and parliamentary tenures to five years, a direct assault on the regular four-year accountability cycle that has anchored Ghana’s stability.

• Unilateral Executive Substitution:

  The ruling NDC has systematically overridden or replaced over 100 independent recommendations from the Constitution Review Committee (CRC), transforming a national review process into a partisan executive manifesto.

• Massive Legislative Overhaul:

  By targeting 147 out of 299 articles and injecting 59 entirely new provisions, the current administration is executing a de facto constitutional rewrite under the guise of mere routine amendments.

• The 1992 Historical Inversion:

  The NPP’s demand for a Constituent Assembly Bill effectively attempts to canonize a transition pathway that their own ideological forebears condemned, walked out on, and branded as fundamentally rigged.

Refined Recommendations: Mobilizing Civil Society as the Democratic Anchor

Because the political elite are trapped in a cycle of partisan warfare, Ghana’s robust civil society must aggressively intervene to salvage the constitutional review process through the following targeted actions:

• Convene an Independent Civil Society Constitutional Summit:

  Dominant think tanks like the Centre for Democratic Development (

  ) and the Institute for Economic Affairs (

  ) must bypass state architecture to convene an independent alternative assembly, uniting Organised Labour, professional bodies, and academia to draft a truly non-partisan counter-proposal.

• Execute Strategic Public Interest Litigation:

  Progressive legal coalitions, including the Ghana Bar Association (

  ) and public interest lawyers, must immediately file lawsuits in the Supreme Court to challenge the procedural legality of the executive overriding independent CRC recommendations.

• Form a CSO Coalition for Referendum Decoupling:

  Civil society must collectively lobby and pressure the

  to reject any single omnibus “Yes/No” referendum ballot, legally demanding that major structural changes—such as the five-year term extension—be presented as isolated, independent ballot items.

The NPP’s structural amnesia cannot obscure the fact that their current demand for a Consultative Assembly is a political shield against an equally dangerous NDC sword. From trying to halt the Akosombo Dam to running away from the table in 1992, the tradition’s “pull him down” philosophy continues to stifle national cohesion. If left unchecked, this elite polarization will result in either a rubber-stamped constitutional distortion or a deeply fractured referendum campaign that could shatter Ghana’s social fabric.

When the political class fails, the citizen must lead. Ghanaian civil society must abandon its role as a passive observer and aggressively assume its position as the ultimate custodian of our democracy. We must force a pause on this rushed, partisan process, exposing political hypocrisy on both sides, and ensure that any new covenant for the Fourth Republic is written by the hands of the Ghanaian people, not the pens of partisan elites.
