City Power Pledges Electricity Restoration in Pennyville Following Community Imbizo

JOHANNESBURG, Gauteng — City Power has officially committed to electricity restoration in Pennyville and the broader Noordgesig area, addressing severe service delivery challenges raised by frustrated residents during a recent community Imbizo. The Johannesburg utility’s commitment marks a critical intervention for communities in wards 29 and 68, where service delivery—particularly electricity supply—has remained a persistent and contentious issue.

Prolonged Outages and Collective Punishment

During Wednesday’s community Imbizo, residents voiced deep frustrations over prolonged power outages, with some households enduring more than a month without electricity. A primary point of contention is the utility’s practice of collective disconnection. Residents argued that entire communities are being unfairly punished for the non-payment of individual households.

Furthermore, the affected residents have reportedly opposed the installation of prepaid meters, leading to a stalemate in service normalization. Community members highlighted the financial strain and billing disputes, citing demands to pay 80% of outstanding amounts. They also referenced complex municipal financial calculations involving R160 million, alongside proposals to save R118 million for the residents, questioning why individual non-payers are lumped into one umbrella with the rest of the compliant community.

City Power Spokespersons Outline Targeted Action Plan

In response to the mounting pressure, City Power spokespersons and officials acknowledged the grievances and outlined a more targeted approach to resolving the crisis. Rather than blanket disconnections, City Power representatives committed to a specific, multi-step intervention strategy:

• Switching on transformers

  to immediately restore baseline infrastructure.

• Disconnecting non-compliant customers

who refuse to pay for their electricity usage.

• Removing customers

who refuse to normalize their accounts and engage with the utility.

• Maintaining continuous supply

for residents who are willing to pay and cooperate with normalization efforts.

City Power officials emphasized that this targeted strategy ensures that paying customers are not penalized for the actions of a few, directly addressing the community’s core grievance regarding collective punishment.

Election Timelines and Political Frustrations

The Imbizo also highlighted the political undertones of the service delivery crisis. With local government elections just 29 days away, residents expressed deep cynicism regarding the responsiveness of their elected officials.

Community members noted that officials often lack compassion and remain absent during daily crises, only showing up to listen and plead with residents when an election is imminent. Despite this frustration, the meeting offered a glimmer of hope through the immediate interventions promised by the utility.

Measuring Success Beyond Promises

While City Power’s commitment to restoring electricity marks an important first step, residents maintain a cautious outlook. The community has made it clear that the real test will be measured not in promises made, but in promises kept.

For the residents of Pennyville and Noordgesig, the ball is now firmly in City Power’s court. Success will not be judged by apologies or public announcements, but by tangible results: whether the lights stay on, the transformers remain active, and the local infrastructure is permanently repaired.
