Nigeria Moves Import Duty Exemptions To Single Window To Cut Customs Clearance Delays

The Federal Government is preparing to integrate Import Duty Exemption Certificate (IDEC) applications into Nigeria’s National Single Window platform, a move aimed at reducing administrative delays and simplifying customs procedures for businesses importing eligible goods.

The integration forms part of the second phase of the National Single Window project, which seeks to bring trade documentation, regulatory approvals and customs-related processes into a more coordinated digital system.

For Nigerian manufacturers and other eligible importers, the proposed change could reduce the time spent navigating separate government platforms when seeking duty exemptions and clearing shipments.

Tola Fakolade, Director of the National Single Window Project and Head of its Secretariat, disclosed the plan during a briefing in Abuja on Tuesday.

Under the proposed arrangement, businesses would be able to submit exemption applications and supporting documentation through the National Single Window, while the Federal Ministry of Finance would retain responsibility for assessing and approving requests.

The distinction is important because the initiative changes how applications are processed and shared among government agencies without transferring the legal authority to grant duty exemptions.

Nigeria already operates an electronic IDEC portal, introduced by the Ministry of Finance in March 2020 to replace manual applications.

The existing system allows eligible businesses to register, submit product details, upload documents, pay processing charges and obtain approved certificates electronically.

However, applicants may still need to complete additional steps before their exemptions can be recognised during customs clearance.

For example, the current IDEC portal instructs corporate applicants to request the transmission of approved certificates to Customs after completing the applicable requirements.

Integrating the process into the National Single Window could improve coordination between exemption approvals and the systems used to process imported cargo.

This would be particularly relevant to manufacturers bringing in qualifying machinery and equipment for industrial production, agriculture, electricity generation and other eligible activities.

Delays in obtaining or validating exemption documents can create additional business expenses when imported equipment remains at ports or terminals awaiting clearance.

Depending on the circumstances, such delays may expose importers to storage charges, demurrage and disruptions to production schedules.

A more coordinated approval process could therefore reduce administrative costs even where the underlying customs tariff remains unchanged.

The proposed integration does not introduce a general reduction in import duties, nor does it make previously ineligible goods automatically qualify for exemptions.

Businesses would still need to meet the statutory requirements governing the relevant fiscal incentives.

The Ministry of Finance’s existing guidelines require applicants to provide information about imported products, supporting commercial documents and evidence of eligibility.

The guidelines also establish a five-working-day processing target for applications that satisfy the prescribed conditions.

Whether the National Single Window will improve on that target remains to be established.

Another important consideration is the cost of accessing the exemption system.

The existing IDEC portal lists an administrative application charge of N64,500, while certain approved corporate applications are subject to an additional surcharge.

The government has not confirmed whether integration into the National Single Window will change those charges.

For businesses, the financial benefit of the reform will therefore depend largely on measurable improvements in processing efficiency, documentation requirements and cargo release times.

The National Single Window is intended to provide a common digital environment through which traders and government agencies can exchange information required for international trade.

Its broader implementation could help reduce repeated data submissions and improve the consistency of information used by Customs and other regulatory institutions.

However, the effectiveness of the IDEC integration will depend on how well the new platform communicates with existing government systems.

The National Single Window project is preparing to begin user acceptance testing for its second phase, with the first group of participating agencies targeted for implementation before the end of 2026.

A specific operational date for the migration of IDEC applications has not been confirmed.

For Nigerian businesses, the immediate issue is whether the planned integration will eliminate unnecessary administrative steps rather than simply move them to another digital platform.

If implemented effectively, the reform could improve the speed and predictability of exemption processing, supporting manufacturers and other eligible importers that depend on timely access to equipment and production inputs.

The eventual measure of success will be the reduction in actual processing and clearance times, rather than the number of government services available through the platform.
